The Par'tha Expanse is located slightly coreward and "below" Federation space (or in more scientific terms, along the negative Z axis as one normally views Federation space), at the far end of the Jenatris Corridor. The Federation sat up an Embassy to area, in the form of a space station. Opting to not place Embassy's on each planet as, they are not members of the Federation. But to place an Embassy and the Federation Flagg dead center of the Expanse
