Capt. Lia Rouiancet, CO of the Octavia E. Butler. Captain Lia Rouiancet is an officer of the Federation Starfleet who currently serves as the commanding officer of the USS Octavia E Butler. Lia has had an extensive service history, which began with two stints at Starfleet Academy. Following her initial assignment as an operations officer in the early 2370s, she returned to the Academy after the Dominion War began to respecialize as a physician. However, by the time she graduated again, the war had ended. She then served through the late 2390s as a medical officer, before returning to operations, and then later strategic operations. During her first command, of the USS Octavia E Butler, she felt particularly close to her first officer, Avander Promontory, as well as Lhandon Nilsen, an officer who she had known for years at the time she was promoted to CO. However, she and her crew had served together on the Butler, the Oumuamua, and the Thor, and so she considered herself close to many of them. Lia often wears a headscarf both on and off duty, which she occasionally refers to as a hijab. However, while Lia's family comes from Earth's southern and western Asia and western Europe going back approximately fifteen generations, regions in which many kinds of headscarves were traditionally worn, neither she nor her family (mostly commune farmers in central Asia, though of course Lia is a notable exception) practices Islam, the Earth-based religion to which the hijab is specific, and Lia's choice is based in culture and tradition. Prior to her service in the Gamma Quadrant, Lia made quite a few friends aboard the USS Veritas, including Wil Ukinix and Sky Blake, who helped her with her bridge officers' exam, and Nabihah El Sayid, with whom Lia was able to discuss their shared choice at length to wear a headscarf (and, in El Sayid's case, specifically a hijab) as a part of their uniform. Service Information and Background Serial Number: BH - 685 - 023 Training Facility Starfleet Academy, Earth, 2368 - 2372 Starfleet Medical Academy, Earth, 2374 - 2377 Majors Operations Medicine Commissioned 2372 2377 Current Rank Captain Current Assignment Commanding Officer, USS Octavia E Butler Lia entered Starfleet Academy for the first time in the late 2360s, and although she was young (16 at entrance), she coped admirably with the curriculum and culture. She specialized in operations, with the specialties of not-quite-engineering starship operations and not-quite-science xenolinguistics. After her graduation in 2372, she was posted as a young operations officer to the Miranda class USS Caliban. The Caliban was made a part of the Sixth Fleet when the Dominion War broke out the following year, and both Lia and the ship survived many battles and skirmishes. However, the Caliban was often on the front line, and Lia often felt powerless when it came to ground-based deployments and rescues. She volunteered for field medic training and, in 2374, when it looked as though the War would continue for some time, she returned to Starfleet Academy in order to pursue a degree in medicine. The Dominion War ended in 2375, but Lia continued with her second degree. She graduated in 2377 and was posted as a medical officer to the Galaxy class USS Amaterasu. Service History Lt. Rouiancet of the Amaterasu. After she was posted to the Amaterasu, Lia Rouiancet served there for nearly a decade, eventually rising to become one of the ship's assistant chief medical officers. She continued to learn on the job, both as an officer and as a physician, and at the same time she took the odd shift with the operations department to ensure that she didn't forget the practice of her first degree and commission. She also further specialized her medical practice in emergency cross-species treatment. Her time on the Amaterasu culminated in the ship's extended assignment to map the Bassen Rift in a joint scientific mission with the Romulan Ministry of Science. However, the Amaterasu and its counterpart, the warbird Senerex, were stranded during an ion storm that interacted badly with the gases of the nebula. The chief medical officer of the Amaterasu was incapacitated and, until the ships' rescue, Lia served as acting chief medical officer. Following the ships' rescue, the Amaterasu was temporarily decommissioned for a major repair and overhaul, and Lia was reassigned as assistant chief medical officer on the Olympic-class hospital ship Medeiros, a position she filled for five years. Lia had been profoundly and positively affected by her time in the Bassen Rift, at which point she became friendly with several Romulan physicians and scientists. and was displeased when the Medeiros was posted far coreward in the Alpha Quadrant in the aftermath of the Romulus nova rather than offering assistance. She requested reassignment to a ship helping Romulan refugees but since there were few assignments of that type, a consequence of the Federation's ongoing reluctance to assist its former enemy, Lia was continually stymied until she was finally reassigned to the USS Yousafzai in 2390. Under Captain Syvoth, a Vulcan officer whose interest in Vulcan/Romulan reunification was well-known, the Yousafzai accepted many missions in and around the former Romulan Star Empire, even if the official line remained that the Federation was not aiding the former Romulan Empire. Lia was promoted to lieutenant commander with the transfer to the Yousafzai, and was recognized further with a promotion to chief medical officer in 2392. During her time as CMO of the Yousafzai, Lia assembled a strong and talented department of medical personnel, many of whom she still kept in contact with years later, such as Moydol, an officer who would later serve briefly as Lia's CMO during her first command aboard the USS Octavia E Butler. However, the position of chief medical officer aboard a large, busy hospital ship taxed Lia's reserves as an officer, and she again requested a transfer to a ship with a smaller medical department and outside of department administration entirely. In 2395, she was assigned to the USS Veritas as a medical officer, and served in that capacity under chief medical officers Chythar Skyfire, Nic del Vedova, and Addison MacKenzie. Even though she found much pleasure in practicing medicine as a line officer, Lia still felt that she wanted to push herself, and in 2398 requested a transfer out of the department entirely from her captain, Roshanara Rahman. She served briefly as the operations officer on the Veritas before accepting a promotion to strategic operations officer aboard the Vesta class USS Thor. She hadn't expected to serve in such a position, but her unique experience, not just regarding her broad duty position experience but also considering her cross-species medical training and her leadership during the Romulan refugee crisis, was deemed an asset by the commanding officer of the Thor, Aron Kells, and she quickly learned about her new position in a few weeks' worth of holoconferences and programs (though she was often accused of hogging the holodecks during her first couple of months aboard the Thor). Lia sat the bridge officer's exam on the Veritas, prior to her transfer to operations, and she was promoted to full commander in 2398, aboard the Thor. The Thor began to explore the Gamma Quadrant through the end of the 2390s, and when it was temporarily decommissioned for a major repair and overhaul following pirate attacks and after first contact with the United Dominion of Planets, Lia was reassigned with much of the crew to the USS Oumuamua, where she continued to serve as strategic operations officer. Despite her earlier dislike of administrative work as chief medical officer aboard the Yousafzai, when it became clear that Starfleet was expanding its position in the Gamma Quadrant with the Gamma Flotilla Expeditionary Task Force and the commissioning of Deep Space 14, Lia sought command positions. She assumed she would first serve as a first officer of one of the ships in the Gamma Flotilla, but following the recommendation of her former CO on the Oumuamua, she was granted a promotion to commanding officer directly and given command of the newly-launched Sagan-class USS Octavia E Butler. She was promoted to captain in 2401, after serving as the commanding officer of the Octavia E Butler for several months. As a commanding officer, Lia has overseen first contact with the Cheydalanga and the I-Kiyo, among others.
