# Committees and Officers in Charge: Depending on which body is exercising its power and subject to any veto by the EC, either the CC or the EC may create and staff committees, subcommittees and "offices in charge" of various matters. These committees shall be chartered to exist for either: a set period of time, indefinitely or until a certain task is completed. They may then be dissolved or placed on an inactive list of committees. The committee may also be continued as the need arises and at the discretion of the enabling body. Essentially committees will beactivities or events on a limited basis. The committees below are comissioned for a limited period of time to put together a special event or project. After the project is completed, the committee is disbanded. The list below contains the committees which are currently in operation.
# From time to time, the EC may vote to expand any reserved function to include the meaningful participation and affectation by voting of the CC if it so desires. If this shall occur, then the CC and the EC shall all have one vote and the matter shall be resolved by the wining majority.

# Promotion up to the rank of Lt. Commander shall be at the sole discretion of the command officer in charge of the vessel or installation, if the vessel commander is a full commander or a captain. Under extraordinary circumstances such as if the vessel commander is a Lt. Commander, the Lt. Commander shall not have the power to promote others above the rank of Lt. If the vessel commander is less than a Lt. Commander the officer will not have the power to promote.

Such taskforces are critical to ensuring our community continues to develop and function. All players are strongly encouraged to partake in these ooc responsibilities when possible.  
# Promotion to the rank of Full Commander shall be accomplished in the following manner:  
## The Lt. Commander shall be formally proposed to the testing officer or committee which shall accept the proffer unless it appears there is good cause to refuse (in which case the proffered officer and proffering officer shall have the right to call for a majority vote of the CC to sustain or overrule the refused proffer;
## The Lt. Commander shall sit for the exam in an expeditious time and manner via email;
## The Lt. Commander shall pass a "Kobiashi-Maru" or some similar or like scenario, the conduct and evaluation of which is at the sole discretion of the proffering officer and;
## The Lt. Commander shall be promoted officially.
# To be eligible for promotion to the rank of Commander the following criteria must be satisfied:
## The officer must hold the rank of Lieutenant Commander and have held said rank for a minimum of 90 days;
## The officer must act as the primary and lead training officer for at least TWO training sessions in the Academy;
## The officer must first be nominated by their Commanding Officer (CO) (who must hold the rank of at least Commander), AND second by their acting First Officer or another officer of at least the rank of Commander;
## The officer may not nominate him or herself;
## The nomination shall be to the Captain Council list or what ever format of communication the Captain's Council as constituted by the UFOP: SB 118  Constitution is currently using.  
If the above criteria are satisfied, the command examination proctor (holding the post continually and appointed by the EC) shall contact the nominee and schedule a sitting for the written exam. After successful completion of the written exam, the officer's CO shall submit the results of a practical exam to the CC before the promotion may take place.
The practical exam should require the nominee to demonstrate leadership abilities, and may be conducted under normal plot circumstances. The practical exam shall not, however, require the officer to command their vessel in a situation where the CO is absent out of character. Should at any time the CO be absent for more than 14 days, unannounced, the EC will either substitute another officer of the rank of Captain or above to complete the practical, or will stop the practical until it can be resumed under suitable conditions.  
The results of the practical exam shall be submitted in the format of a completed template form, hereafter referred to as the 'Practical Evaluation Form' (PEF). The PEF must have been pre-approved by the CC and the most up-to-date version of it shall be stored on the UFOP: SB 118  website and continually held by the command examination proctor. Outdated versions of the PEF are void and may not be used once an updated version has been approved by the CC. The practical exam will be designed by the nominee's CO. Ideally these results should be submitted no later than 6 months after the Commander's written test is taken. Nothing in this by law prevents the practical exam from being administered before the written exam.
Once both the written and practical examination results have been submitted to the CC, the council membership shall vote on the sum of the nominee's skills and performance on the examinations and approve or deny the promotion to Commander.
Should the promotion be approved the officer immediately receives an Out of Character (OOC) club promotion to Commander. The date of finial CC approval shall be entered into UPDS as their effective date of promotion. The nominee should be promoted in name and practice In Character (IC) as soon as realistically possible within the plot.
# Promotion to the rank of Captain shall be accomplished in the following manner:  
## The candidate shall be proffered by any captain to the EC or any member, the refusal of such proffer being resolved substantially as related above except that it shall be accomplished by the EC;
## The candidate shall sit for the exam in an expeditious time and manner via email;
## The candidate shall pass a "Kobiahsi Maru" scenario or such other character and fitness review as may be required by the EC and administered by the EC or by a sitting captain, the evaluation of which is left to the sole discretion of the administering authority;
# The candidate shall be promoted officially.
# For an officer to be eligible for promotion to the rank of Captain the following criteria must be satisfied:
## The officer must hold the rank of Commander and have held said rank for a minimum of 90 days;
## The officer must be nominated by at least two officers of no less than Commander rank to the EC or one of its members;
If the above criteria are satisfied the EC shall vote as to whether to approve the nomination of the candidate. If the nomination is approved the officer shall be submitted for the relevant assessment(s) as conducted by an EC-authorised body.  
 
# Promotion to the rank of Fleet Captain, Commodore, Rear Admiral, Vice Admiral or Admiral shall be accomplished in the following manner:
## The candidate shall be proffered by any flag officer of equal rank (to the candidate’s current rank) or above to the EC;
## The EC shall convene a vote to decide the matter;
## The candidate shall be promoted officially.
# For an officer to be eligible for promotion beyond the rank of Captain the following criteria must be satisfied:
## The officer must hold a rank no less than one rank below the nominated  rank and have held said rank for a minimum of 90 days;
## The officer must be nominated by at least two officers of Captain rank or greater to the EC or one of its members.  
If the above criteria are satisfied the EC shall vote as to whether to approve the nomination of the candidate. If the candidate is a member of the EC then the candidate is ineligible to vote on the matter and the "captain at large" shall be included in the vote.

ARTICLE IX: ADMINISTRATION OF THE UFOP

    8. Addressing any special concern (lateral transfer of an officer from a ship from a different organization, chaperoning or shepherding junior officers who have no mentor, etc., lateral admission of a new vessel, etc.);
    9. Promotion testing;
    10. UFOP:SB118 Records (continuing).
