As the USS Za leaves Deep Space 32 behind, setting off on its new voyage out into the uncharted frontier, Fleet Captain Zalea Solzano arranges a launch party in the Black Hole Bar at 1800 the following day. At the launch party, just as the USS Za crosses the Federation borders, Flt.Cpt. Zalea Solzano reveals the official mission for the first leg of their journey: establishing First Contact with a strange species known only as ‘The Deep’.

Just before noon the day after the launch party, Lt.Cdr. Vondaryan and his team board the Deep Explorer-46 - the Deep's vessel - and are welcomed by Arbiter Ydem-18. While welcoming, she seems nervous to greet them. She guides them through the corridors of the Explorer-46, engaging in small talk with the away team in an amiable fashion, before they reach the Meeting Chamber containing their navigational technology. The Arbiter continues her pattern of cryptic communication, seemingly trying to gauge how much Starfleet has been told of the reason for their meeting.

Given the usage of the Reakaly, a Talon-class shuttle, Lt.Cdr. Traenor is charged with leading an away team consisting of himself, Lt.Cdr. Falcon and Nurse Cattan to chart Zeta Pyxidis, the binary star system that The Deep has chosen for their encounter with the Za.

After having had time to reference the scarce files that the Federation already possess on the Deep, and Cpt. Solzano having had the opportunity to talk to the two envoys from the Deep, the observation is that the Deep do want to make contact with the Federation, but are oddly nervous about the coming diplomatic efforts. Cmdr. Saveron is abruptly called away on urgent business in Sickbay, leaving the others to analyze the calls that had been conducted by Cpt. Solzano with Arbiter Ydem-18 and Grand Meyster Krin Zoos.

In the call with the Arbiter, the female alien makes indications that the Deep are a deeply insulary people, with little to no interest in becoming part of a galactic community, and yet in times of 'great need', contact with aliens might be necessary. This begs the question, what is this 'great need' of which she speaks?
