Like on most SB118 ships, stations, colonies and such the crew on the Victory is often refreshed with new crew. Fresh and newly promoted Ensigns take their post as they prepare for their first mission while the more experienced crew sometimes change departments to realize the perfect crew roster. Jumping departments is fairly common on the Victory. Most changes are done upon the request of a character's player, or because the CO needs someone at a specific department. The quality of the crew, their roster, professional and personal history all influence the ship and her mission. Characters are recorded at their highest ranks.
