Though different and often transplanted, species located in the Rigel system are simply considered ‘Rigelians’, denoting their unification as a people. However, for biological identification, be it for medical reasons or otherwise, they may occasionally be referred to by their individual species. This may cause confusion for those not within the Assembly. The only exception to this seems to be the Orions, whom have made such a reputation of themselves that few attribute them to the Assembly. Despite being native to the Rigel system, the Kalar have not been extended an invitation or absorbed into the Rigelian Assembly at this time. History The Rigelian Assembly, initially known as the Rigelian Trade Commission, was formed in the 16th century. Its formation included the Rigelians, the Chelon, and the Jelna, native species to the Rigel system, though the decision was made to exclude the primitive and volatile Kalar. Due to their close-working nature, outsiders traveling within the Rigel system would simply know those within the Rigelian Trade Commission as “Rigelian”. This is still a practise that is continued by most travelers today. The four planets worked together in harmony, creating a governing body that would watch over the member colonies as they dealt with trade with outside species. The Orions, whom had ancient trades agreement with the vulcanoid Rigelians, would also join the Rigelian Trade Commission. However, as they rely very little on the other three species, joining the trade commission seems more like a formality as natives to Rigel VIII rather than a true desire to join an alliance of species. In the mid-2000s, Jelna Rigelian citizens would branch out from the Rigel system, following their Orion partners. Due to their exploratory nature, meeting with other species and organizations through these travels, these Rigelians would become the face of what is now known as the Rigelian Assembly. As such, Rigel VI ambassadors would handle outgoing diplomatic relations. On January 19, 2155, a pair of Rigelian ambassadors were present on Earth to participate in talks regarding the formation of the Coalition of Planets with Humans, Tellarites, Andorians, Coridans and Vulcans. During the negotiations, six of the Earth universal translators experienced a "glitch" and started confusing the Rigelian language with Andorian. The terrorist threats from Terra Prime scared the Rigelian government into withdrawing from the talks. Rigel V became a member of the Federation in 2184, after the Rigel Accords were signed and made into law. Eventually, the Rigelian Assembly would be admitted in full as a member state. Rigellian serpent-charmers were part of the circus of Vladimir Kossenko, which toured the Federation in 2118 SFC (c. 2192) as part of the Galactic Cultural Exchange project. Circa 2264, the Tellarite criminal Muso ordered his people to collect a 10,000-credit bounty on a certain Rigellian, dead or alive. In the mid-23rd century, doctors on Rigel V developed an experimental drug, a stimulant that increased production and replacement of blood in Rigelian test subjects, though it strained the spleen and liver. Doctor Leonard McCoy successfully utilized this drug on a Vulcan, Spock, in 2268. In 2359, a Rigellian ambassador was scheduled to visit the Federation embassy on Betazed with only forty-eight hours’ notice. The head of the embassy, Mark Roper, indicated that it was typical Rigellian paranoid behavior to make such late arrangements, and feared that the ambassador wouldn't show up anyway In the 2360s, Rigelians led by Administrator Pahtel were involved in a joint venture with a group of Kaylar to establish a new Federation colony on the planet Votar VII. The Kalar were contracted to provide construction and repair services for suitable compensation, though in 2368, the Rigelians attempted to renegotiate their contract with the Kalar laborers and tried to force a lower rate of compensation upon them. The Kalar refused the terms of the new contract and in response launched an attack on a dam and a power planet, "repossessing" the facility, and cutting the power it provided, plunging the colony into darkness. The Rigelians believed that the Kalar would destroy the dam if their demands weren't met, and prepared to abandon the colony. As Votar was a strategically important location to the Federation, Starfleet sent a ship to mediate the dispute. The Rigelians had convinced the Kalar that the Federation would side with them and force the Kaylar out, and lied about Kalar threats to destroy the dam. Once these facts came to light, Worf threatened to abandon the Rigelians to it and to cut future Federation contracts with the Rigelian group. This brought both sides to the negotiation table to find an amicable resolution to their dispute. In 2369, a Rigelian freighter docked at Deep Space 9 before traveling through the Bajoran wormhole to the Gamma Quadrant. Flying a runabout, Odo shadowed the freighter to avoid Ah-kel, a Miradorn, while transporting Croden, a Rakhari fugitive, to the Gamma Quadrant. In 2370, there were Rigellians present for the trade negotiations at Deep Space 9. The Rigellian ambassador was injured when a bomb exploded in Pylon 4 (Lower Pylon 1). Rigel V expulsion and re-admittance into the Federation In 2293, a Rigelian vulcanoid trade delegation representing the Heart Clan were involved in negotiations with the Federation on Earth, due to them being suspected of being involved in illegal activity such as prostitution and animal skin trading. This round of discussions took three weeks before the members of the clan were collected by the USS Enterprise and escorted back to Rigel V. However, during this time, Rigelian Ambassador Denker was assassinated by criminal elements and the truth of the event was revealed, through a mind meld with Teska, who served as a witness. This led to the revelation that there was a wide spread criminal element actively engaged in many criminal acts, the worst being child slavery on Rigel V. As a result the Federation council held a discussion and a vote that resulted in the Rigelians being expelled from the Federation. This resulted in a series of reforms in order for the Rigelian government to comply with the Federations laws. Once they had managed to make the changes needed and were able to prove that they were complying with all Federations laws they were allowed to apply to be readmitted to the United Federation of Planets. In 2297, the Federation met, debated and voted to allow them to be readmitted to the Federation. However after being readmitted, the Rigelians were noted as being somewhat reclusive, with them sending few youngsters to Starfleet Academy and they seldom took part in conferences or trade talks. The one area in which they did contribute to the Federation, however, was in the field of medicine. Government Originally each species and sub-species had their own form of government but as they expanded, developed and established contact with one another this began to change. Sometimes this resulted in war, other times it resulted in peaceful negotiations. Regardless as time passed they slowly started to coalesce into one chaotic mix that identified themselves simply as Rigelian. Now Rigelian society is governed by a monarchy and consists of a neat and interlinked aristocracy, which is based on factors such as land tenure, service and psionic gifts. The legal system was based around a Citizen's Court, an inquest where a panel of twenty six men and twenty six women were entitled to ask questions and served essentially as prosecutors. The Trade Commission is also an important body within the Rigelian government. Economy Rigelian commerce was regulated by the Rigelian Trade Commission during the 22nd century. Rigelians are noted as being industrious and highly intelligent. They conducted a number of economic and business ventures, and used the profits to live in the luxury to which they were accustomed.
