Born to Edwin and Corinna Allen, Raffety Allen- or Raff to his friends- was born on Cestus III, but mostly grew up on Bajor due to the advent of the Dominion War when Raff was five years old. Although, he never believed in the divinity of the Prophets, he never the less found the Bajoran religion fascinating from a young age and chose to attend temple services, enjoying the calm and collected atmosphere. On his tenth birthday, he was taken to the Fire Caves- and was subsequently separated from his parents after he wandered off. He was found three hours later and found himself grounded for a month. Because of his upbringing he is fluent in most Bajoran dialects- as well as Cardassian standard. At the age of fifteen, he applied for Bajoran citizenship and was granted it, making him one of a few human to hold both Federation and Bajoran citizenship. His tutors at school noticed his easy understanding of languages and recommended him to Starfleet recruiters. Passing the Academy entrance exam on his first attempt, Raff studied at the Deneva branch of Starfleet Academy.
Studying linguistics and communications at the Academy, one of his professors called Raff “the most promising linguist in three generations”- citing Hoshi Sato as one his peers. Graduating first in his class, Raff was stationed to the USS Hanover, an Ambassador-Class heavy cruiser assigned to border patrol duties on the Federation's frontier. During a routine layover at Starbase 118, Raff was reassigned to the starbase temporarily following the decision to decommission the ageing cruiser.
Following the return of Columbia from it's second mission to Avronis V, Raff was assigned to the vessel the Beta Shift communications officer.
Theo Whittaker: Raff met Whittaker shortly after the engineer's unexpected promotion. He was instantly attracted to him, although he was unsure whether Theo reciprocated those feelings. He was pleasantly surprised when Theo, never one to indulge in romance, contacted him the next morning and invited him for a drink at the conclusion of Columbia's then-forthcoming mission to Avronis V
