Argelian
Despite the hedonistic nature of the humanoid natives of the strategically important world Argelius II, their planet has long known as a friendly shore-leave spot for Starfleet, even after the murderous Redjac entity was discovered there in 2267. Over a century later, Quark wondered about putting an Argelian massage facility in Garak's old storefront if he didn't want to reopen his shop.

History
Outwardly identical to Humans, the Argelian race is known for its hedonistic, peace-loving nature, which was acquired after undergoing a period in Argelian history known as the Great Awakening circa the 2060s. At this time their society was fundamentally reformed from violent to placid. Since the Great Awakening, the Argelians have adopted a pacifist way of life, deploring any form of violence.
Some Argelians possesses psychic powers, but it is not a common characteristic to this race. This pleasure-loving cultural trait makes it necessary to import administrative officials from other worlds to maintain order. This pacifist philosophy almost resulted in a planetary judicial crisis when in 2267 three murders were committed, a crime for which the punishment would have been death by slow torture due to laws from before the Awakening. Fortunately the Argelians did not have to execute anyone as the murderer turned out to be a non-humanoid lifeform.
Government
The Argelians have little ability or desire for administration and usually hire outworlders for most low and mid level government jobs.
Description
They appear to be terrans with the same amount of variety in height, weight, eye and hair color. Unlike terrans they are all caucasion.
Physiology
While they may appear to be human certain hormones and other key chemical aspects of their physiology is markedly different. Also the size and locations of most of the internal organs are alos different.
Psychology
Some Argelian women are known to have certain empathic and low-grade telepathic abilities. Other than this they are fairly similar to terrans when it comes to mental health and stability.
Religion
Since the Great Awakening they have changed a lot. Currently their is no organized religion anywhere on the planet.
Mythology
Society
A society devoted to peace and pleasure. The resorts of Argelius are known for their warm hospitality, good food, and virtually nonexistant crime rate.
Culture
Since the Great Awakening they have developed a greater respect and love of the finer arts. Music seems to hold the favoured top position but various other art forms are also practiced.
Customs
None of the Pre-Great Awakening customs survived the marked and radical changes to their society. As a result they seem to have no wide spread customs and very few local ones, restricted to a small area.
Technology
They stay a few steps behind most of the truly advanced member worlds in the Federation. Not much expense is put into technology development. They will trade for those advances needed to keep them competetive in the tourism industry.
Economy
The key element to their economy is tourism. Next to Risa they are the next most popular vacation spot for members of the Federation. They also export a few luxury goods and import other key resources.
Military
Since the Great Awakening over 300 years ago they no longer have any military forces. Prior to that their were a large number of small, highly agressive, well armed and much used miniture armies.

Argosian
A race of aquatic humanoids. While capable of surviving in an atmospheric environment with a breathing mask, Argosians prefer to travel in class N accommodations. Short tempered and egotistical, they are often distrusted or outright hated by many. They prefer not to fight, as their water supply proves an easy target. One member of this race once threw a drink in Commander Sisko's face and nearly caused a brawl to break out.

Arcturian
A race of humanoids, Arcturians are hairless and have very, very loose skin, to the point where there are dozens of loose folds of skin throughout the body. Arcturians generally frown on sexual reproduction, and often choose to have themselves cloned. Arcurian culture frowns on individuality and sexuality and encourages conformity and asexuality.
Wrong Picture Memory Alpha has a different picture altogether so does all the other sources I checked. Correct this.

Angosian
Civilized humanoids of Angosia III, non-violent by nature, are advanced in the development of the mind and intellect and typically are thoughtful and intelligent. Due to their pacifism in matters of fighting, they used mind control and biochemicals to create the ultimate fighting soldiers to win their Tarsian War, which has subsequently passed. These veterans were treated to intense psychological conditioning and exotic biochemical alterations to make them nearly invincible. Peacetime, however, found the Angosians unable (or unwilling) to take the time to reverse the effects of these alterations. After several incidents involving these violent soldiers, the fearful Angosians voted to banish the soldiers to a penal colony on Lunar V, and so these veterans were imprisoned on an uninhabitable moon to separate them from the populace. Shortly before Stardate 43489.2, however, escapees broke free to take over the capital city, demanding they receive help to be able to return to their homes. The veterans don't attack unless provoked, but they are programmed to survive.
MA The Angosians are a humanoid race originating from the planet Angosia III. Outwardly indistinguishable from Humans, Angosians eschewed violence, preferring to focus on intellectual development.
In the mid-24th century, the Angosians were involved in a protracted conflict called the Tarsian War. Being inherently non-violent, the Angosian authorities were forced to subject their soldiers to genetic engineering and chemical manipulation in order to successfully end the conflict. However, it was discovered that the process was irreversible, and when the war ended, the "super soldiers" were unable to function within or co-exist alongside the normal population of Angosian society, and as such were confined indefinitely to a penal settlement on an Angosian moon, Lunar V, and considered to be outcasts and criminals.
In 2366, the Angosians petitioned to join the Federation. The USS Enterprise-D visited Angosia III to follow up the petition. However, the occasion was interrupted by the escape of the soldier Roga Danar who was pursued by the Enterprise crew at Angosia III's request. Unfortunately for the planet, while the crew was successful capturing him, they then learned from him of the gross systemic sentient rights violation being committed.
While Captain Jean-Luc Picard found that the Angosian government refused to discuss the concern, Danar escaped and proceeded to start a rebellion with his fellows. In the face of the planet's unacceptable policies and the resultant civil upheaval caused by them, the application was put on hold for the immediate future. (TNG: "The Hunted")
