The Romulans are an offshoot of the Vulcan people, having left the planet over 2000 years ago to relocate on the twin planets of Romulus and Remus. This exodus was in rebellion against the dogmatic Vulcan philosophy of logic and pacifism prevalent in Vulcan society at the time. On their new homeworlds, they subjugated the indigenous Reman population, and the Romulan Star Empire was born. The governing body of the Romulan Star Empire was the Romulan Senate, and its leader is known as the Praetor. The empire held a large military presence in the Alpha Quadrant and was involved in wars with both the United Federation of Planets and the Klingon Empire in the past. In the aftermath of the Dominion War, the Federation and the Romulan Star Empire emerged as the two greatest powers in the Alpha and Beta Quadrants, but the Hobus supernova destroyed Romulus and Remus in 2387, fracturing the empire as various factions vied for control of the remaining Romulan systems. With the destruction of the original Senate, both the Romulan military and the Tal Shiar consolidated considerable power, and through their support, Rator III asserted itself as the new capital under the new name of the Romulan Free State [1], in 2392. Early in 2400, Taron, Praetor of the Romulan Free State, declared the Tal Shiar was no longer welcome, thus indicating it no longer influenced the government of the Free State[2], but such a claim has yet to be verified by the Federation.
