History

They were first encountered by the USS Voyager in 2372 when an away team was sent to the surface of their homeworld in search of tellerium. Among many others planetary residents, the paranoid and hostile Mokra Order treated Alsaurians as a sub-class and ruled the planet without mercy. The Mokra Order do prohibit them to from having communications equipment and claim to be helping the Alsaurian against common enemies.

Government

They are not allowed any form of self government by the Mokra who now control their planet. The current government is the Mokra Order.

Argrathi

A humanoid people whose government, the Argrathi Authority, punishes offenders by enforced, virtual memories of a prison stay modelled to fit their personalities. Perhaps a bit jumpy, they grew suspicious when O'Brien sincerely asked questions about their technology in 2372 - and then imprisoned him.

The Argrathi are a species native to the Gamma Quadrant planet Argratha. They are experts at mind alteration and use advanced technology to implant their prisoners' minds with fictional events as a form of punishment.

During a visit to Argratha in 2372, Miles O'Brien was accused of espionage by the Argrathi and was subjected to twenty correction cycles. (DS9: "Hard Time")
