Fortunately, Hoshi Sato, having translated the Axanar language, was able to convey to the Axanar that the true attackers were the ones attacking Enterprise, to which the Axanar offered assistance. Government
They have a central government with an elected council of 13. Each one of these individuals is responsible for a different aspect of the overall government. They each take turns as the head of the council. A full term as head of the government is 50 days. Each councilor holds this position 5 times during their stay on the council prior to new elections being called.
Description
The Axanar were an androgynous humanoid species with an average life span of 400 years, native to the planet Axanar III. Their eyes were reptilian in appearance and their grayish skin was wrinkled. They had 2 narrow ridges that ran down the center of their heads to split at the nose and finish on both sides of their mouth.
Physiology
The Axanar apparently prefer a nitrogen-methane atmosphere. The Axanar have green blood. Their body produces triglobulin from its zymuth gland. This substance has medical and aphrodisiac properties, and is used by a number of different species for those purposes. Some even forcefully "harvest" Axanar for their triglobulin.
Psychology
The few records that are available seem to indicate that they have very few cases of mental instability. However due to their history and the danger that some alien species represent they have become rather xenophobic. In most cases they will avoid any physical contact with any other species. When they do agree to a meeting it is always on their terms.
Religion
The Axanar have explained in detail their belief in a universal entity that embodies the spirit and creative forces that resulted in the many species, worlds and stars. This being, or race of beings they call the Akamu. (ah-KAH-moo)
They have no images of this being but all of their temples have one wall that show's images of many differnet liveing things seemingly being created from nothing.
Mythology
They have a unique set of myths that have to deal with their being the chosen of the Akamu. These myths explain the reasons behind their long lives, excellent health and stable mentality.
Society
They have revealed to the Federation that they have a well balanced population with very few crimes and an excellent social assistance program. The cities are well maintained with modern support systems.
Culture
They have a well developed culture with a strong respect for artists.
Customs
Due to the limited physical contact very little is known about their customs.
Technology
While they have a healthy educational system and well funded labs they have fallen behind the Federation due to their refusal to enter into research agreements with any species. While they will trade for new technology it is usually a long hard process.
Economy
They have a strong internal economy and are fairly self sufficent. However they do have strong trade agreements with a number of Federation worlds that are close. They do not trade directly with any world that is over 25 lightyears away. For this they will either use outside sources or work through one of the closer trade partners that they have.
Military
They have had to develop a rather strong military force as well as a strong alliance with the Federation in order to safe guard their people. While their fleet is not huge the ships are well armed and the crews very well trained.

Atrean
Atreans are characterised by skin involutions in the temporal region of the cranium that fuse with enlarged ears. Atrea IV recently underwent a ferroplasmic infusion to re-liquefy its solidifying core, which was causing massive seismic, magnetic, and gravitational disruptions. Atrean culture is one based on electronic entertainment and an industrial economy.
MA Atreans were residents of the planet Atrea IV.
Their planet was endangered by severe cooling of the planet's molten core. The USS Enterprise-D stopped the problem for a couple generations. (TNG: "Inheritance")

Angosian
Civilized humanoids of Angosia III, non-violent by nature, are advanced in the development of the mind and intellect and typically are thoughtful and intelligent. Due to their pacifism in matters of fighting, they used mind control and biochemicals to create the ultimate fighting soldiers to win their Tarsian War, which has subsequently passed. These veterans were treated to intense psychological conditioning and exotic biochemical alterations to make them nearly invincible. Peacetime, however, found the Angosians unable (or unwilling) to take the time to reverse the effects of these alterations. After several incidents involving these violent soldiers, the fearful Angosians voted to banish the soldiers to a penal colony on Lunar V, and so these veterans were imprisoned on an uninhabitable moon to separate them from the populace. Shortly before Stardate 43489.2, however, escapees broke free to take over the capital city, demanding they receive help to be able to return to their homes. The veterans don't attack unless provoked, but they are programmed to survive.
MA The Angosians are a humanoid race originating from the planet Angosia III. Outwardly indistinguishable from Humans, Angosians eschewed violence, preferring to focus on intellectual development.
In the mid-24th century, the Angosians were involved in a protracted conflict called the Tarsian War. Being inherently non-violent, the Angosian authorities were forced to subject their soldiers to genetic engineering and chemical manipulation in order to successfully end the conflict. However, it was discovered that the process was irreversible, and when the war ended, the "super soldiers" were unable to function within or co-exist alongside the normal population of Angosian society, and as such were confined indefinitely to a penal settlement on an Angosian moon, Lunar V, and considered to be outcasts and criminals.
In 2366, the Angosians petitioned to join the Federation. The USS Enterprise-D visited Angosia III to follow up the petition. However, the occasion was interrupted by the escape of the soldier Roga Danar who was pursued by the Enterprise crew at Angosia III's request. Unfortunately for the planet, while the crew was successful capturing him, they then learned from him of the gross systemic sentient rights violation being committed.
While Captain Jean-Luc Picard found that the Angosian government refused to discuss the concern, Danar escaped and proceeded to start a rebellion with his fellows. In the face of the planet's unacceptable policies and the resultant civil upheaval caused by them, the application was put on hold for the immediate future. (TNG: "The Hunted")
