General OrdersGeneral Order 1: The Prime DirectiveTextAs the right of each sentient being to live in accordance with its normal cultural evolution is considered sacred, no Starfleet personnel may interfere with the normal and healthy development of alien life and culture. Such interference includes introducing superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely. Starfleet personnel may not violate this Prime Directive, even to save their lives and/or their ships, unless they are acting to right an earlier violation or an accidental contamination of said culture. This directive shall take precedense over any and all other considerations short of wartime, and carries with it the highest moral obligation.
DescriptionThe first General Order dates back to the days of United Earth. While it was presaged by events on the planet Valakis in 2151, it was drafted in 2175, but not enforced until 2190. There were 47 recognized exceptions by 2375. The following regulations deal with implementations and exceptions. In 2371, the order was amended to add "short of wartime,", removing the need for SFRC 51 §267 and SFRC 10 §147.
