The Naylar are a species of humanoids covered in short fur with large pointed furry ears.

History

While not much is known about their early history, what is known would seem to indicate that they developed a central world government very early on in their written history and as a result have enjoyed a fairly peaceful history with no recorded wars or other major social upheavals.

Once they developed space travel they encountered other species. Some experts believe that they already knew about these other species and that they developed space travel as a way to meet them. Regardless once contact was established, talks began and the eventual formation of a central Freeworlds Council became a reality.

The dominant power in the Par'tha Expanse is the Valcarian Imperial Republic, even though the Caraadians would have one believe otherwise. While the empire's borders do not officially extend to the Naylar's home system, the Valcarians' sphere of influence is far reaching.

The Naylar knew that if the Valcarians foresaw the Naylar as a possible threat, they would attempt to conquer them. The Council felt it best to avoid any conflict, yet at the same time felt that their culture would be destroyed if they surrendered to Valcarian rule. So, just as they had with the Caraadians centuries earlier, they deceived the empire when first contact was made.

As far as the other races in the Par'tha Expanse are concerned, the Naylar civilization is just beginning to discover space flight and has not yet independently expanded beyond their own system. They have no technology that the Valcarians, Caraadians or Illarans do not already possess.

Government

Naylar society groups all individuals into one of three categories: the Labor class, the Warrior class, and the Chosen class. The Ruling Council is composed of six members from each class, who then elect one member to serves as the Council President for an undetermined term. The Council President can be removed from his or her position by a simple majority vote of the council, which the President does not take part in. Any Council member can be removed from the Council by a two-thirds majority vote, in which the selected member does not take part. Council members can also voluntarily step down, the President cannot. Council positions are usually for life.

While they are a completely Independent state they are also a member of the Freeworlds Council. They have and continue to be not only active members but strong supporters of any policies that will enforce and encourage that independence.

Description

The Naylar are a humanoid race standing, on average, approximately 183 cm tall with a very solid build to their bodies. Their bodies are covered in a short haired fur ranging in color from off-white to black. Their eyes are normally a dark color, and their ears are pointed, much like a Vulcan's, but larger and furry.

Physiology

As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes. They are typical humanoids with most of the physical, mental and biological medical problems that seem to plague most humanoids.

The Naylar seem to possess psionic abilities as a race, but based on all of the data available it is normally only developed and honed within members of the Chosen class. Federation Intelligence is unsure at this time why this is so.

Psychology

While the Naylar tend to be a secretive people and would prefer not to discuss certain aspects of their society with anyone, they have revealed to proven medical experts in the mental health field that they have an excellent system in place for the diagnosis and treatment of any and all possible mental health issues.

Religion

Almost a third of their Chosen class is made up entirely of full time, dedicated religious leaders and monks who educate and assist the population as a whole to live and grow as both a people and an individual. Not much more is known about those beliefs other than the fact that they are held for the most part by their entire population. It is one of those subjects that re not to be discussed with outsiders or aliens.

Mythology

They have indicated that they have a large and comprehensive preserved collection of early works, fables and tales. Of the few made available to the crew of the USS Einstein they appear to be written as some kind of epic poem with set guidelines for structure and design but also with stories that teach a lesson of some kind.

Society

They have a social class system but one that is not a strict class structure, and is in no way dependent upon lineage or wealth, and does not overtly affect social standing. One class is not placed above another in society, but all are treated equally. It is possible to move from one class to another.

Labor class

The Labor class is not oppressed, nor do they see themselves that way. They are by far the largest class. They are the workers and rely on the Warrior class to protect them, and the Chosen class to lead them, both religiously and politically.

Warrior class

While the Naylar as a species would prefer to find peaceful solutions to any problem they still have a Warrior class, one that is dedicated and determined, and will fight to the death to defend their people and culture.

Chosen class

The members of the Chosen class are the leaders, but as a class they do not take advantage of their positions of power. They are very concerned about the well-being of their people and are always trying to look out for their best interests. They are both the 'Priest' and 'Politicians.'

Fashion

Naylar fashion depends upon the individual's class. While all the fashion tends to earthy tones, the Labor class dresses in one-piece utility suits, the Warrior class dresses in light multi-piece outfits with chest plate armor, and the Chosen class dresses in long regal-like robes with many layers.

Culture

The Naylar have a deep respect for those gifted individuals capable of creating various forms of artistic expression. So much so that small communities have been set aside where they can work and live with others who have the same types of gifts that they do, as a result you will find painters in one place, sculptors in another and musicians of all kinds in others.

Because of their great enjoyment and appreciation of most artistic forms of expression they are always willing to trade for and examine alien art and music.

Customs

The Naylar tend to be rather secretive about many aspects of their society and as a general rule do not discuss private or personal matters with outsiders. This seems to include many aspects of their daily lives and community interactions. As a result it is unknown if they have developed any unique customs of their own, although most experts seem to believe that all intelligent species would logically have developed some as part of their development.

Technology

To all extents and purposes the Naylar appear to be an advanced, intelligent species capable of eventually achieving the same level of technology now enjoyed by the Federation. They are slightly behind the other species found in the Par'tha Expanse with a highly populated single home world and a fledgling colony on the next closest planet.

Federation Intelligence has determined that this is all some kind of elaborate deception. They may even be more advanced than even the most advanced Federation member worlds. Data collected by the USS Einstein would seem to support this especially in regards to what appears to be a very efficient and as yet unknown form of cloaking technology that allows them to cloak not just ships for abnormally long periods of time but full sized space stations capable of housing up to 100,000 people.

Based on the data retrieved by the USS Atlantis and the USS Einstein, most experts believe that the Naylar probably have more than four hundred separate artificial habitats and other space stations in orbit around Kala'din IV and scattered throughout the system, all of them cloaked. Added to this is the fact that the data would seem to support the existence of a much larger fleet, maybe one as much as 3 times larger than expected.

Economy

While they have the potential to be completely self-sufficient they have developed trade agreements with most of the other members of the independent Freeworlds. As a result their economy has been greatly strengthened and all of their people benefit from the increased economic growth and potential.

Military

They have a small fleet of ships, less than a hundred with the largest being classed as a cruiser and running down in size to a frigate class. They seem to be well designed and constructed vessels but due to their evident technology level they would most likely be outclassed by most ships in this region.

Scans of these vessels by the USS Atlantis showed a number of inconsistencies. Further examination of this data by various experts has resulted in the following theories. They may have unknown weapons or defensive technology. Further examination of the data showed that they may have a lot more power available than would be expected. This data supports the theory that their vessels have a greater offensive and or defensive capability than initial scans would indicate.

Federation Intelligence has determined that they have a much larger fleet than expected and that most of those ships are kept cloaked or within space stations that also have cloaking technology. They have confirmed that they have faster-than-light propulsion, advanced weaponry and an unknown, yet highly efficient form of cloaking technology.

Federation Intelligence Files

Members of this species were encountered by the crew of the USS Atlantis on an away mission to Urlista Station in the Aelann system on 238207.26

Due to the inconsistencies of the data and scans obtained from the USS Atlantis the Federation Intelligence agencies requested that the USS Einstein, a science vessel be sent to conduct a more in depth investigation. Based on the data that they were able to obtain and the formal request from the Naylar Ruling Council and the Council President for that ship to leave their system they now believe that the Naylar may have a much bigger fleet than previously thought and that they are most likely more advanced technologically than they appear to be.

As long as the other species of the Par'tha Expanse pursue no aggressive action towards them, the Naylar seem to be content to hide their true technological superiority and military capabilities from everyone else.
