The Ornaran are a species that due to their addiction to the drug felicium slowly degenerated, backsliding in skills, knowledge and ability until they had almost regressed to a pre-space flight capable species.

History

The recent history of the Ornarans and the Brekkians has been intertwined, but for centuries, the two cultures developed independently.

At one time, the Ornarans were the more advanced society, diverging from the development of Brekka approximately 2,000 years ago. Two centuries ago, the Ornarans technology reached the point where they had developed space travel.

Technologically, Brekka lagged behind Ornara, but the potentially devastating effect of a plague on both cultures in the 22nd century provided the means for the Brekkians to achieve dominance over their neighbors.

A cure was discovered on Brekka through the refinement of felicium; this was rapidly used as a curative for the entire Brekkian population, and space travel permitted the felicium to be passed on to the Ornaran population. Unfortunately, the plant resisted all attempts at cultivation on Ornana.

In addition to its curative effect, felicium also has highly addictive properties. The Brekkians avoided consumption once all traces of the plague had been eradicated on Brekka, but, fully cognizant of its narcotic qualities, they were quite happy to continue supplying the felicium to the inhabitants of Ornara, who believe themselves dependent on regular supplies of the drug to prevent a recurrence of the plague.

The Brekkians modified and improved the refining process, and also developed a device that transforms the pill into a substance that enables it to be administered by injection. The euphoric and soporific effects were almost instantaneous, causing a mental laxity as the Ornarans interact on a detached basis. The placidity can have dangerous consequences. For instance, any Ornaran under the influence of felicium is incapable of maintaining control during difficult situations. The lack of felicium is even worse; a desperate desire for the drug, coupled with a belief that without it they will die from the plague, renders the Ornarans incapable of almost any act.

The advent of the plague has shifted the balance of culture and technology between Brekka and Ornara. Brekka's entire scientific and technological resources are geared to producing felicium pills, which are then traded with Ornara for all necessities and the additional comfort that allow the Brekkians to live a pampered life.

While this comfortable standard of living gives the Brekkians a veneer of sophistication and refinement, it barely masks the arrogance and contempt they have for the people they exploit. It has also resulted in a stagnant society, where they is no reason to progress from a situation where all their requirements and wishes are provided by others.

Generations of drug addiction resulted in loss of intelligence and technical knowledge, and by 2364, the Ornarans no longer had the ability to maintain their interplanetary freighters that they needed to transport felicium from Brekka to Ornara. As a result, the freighter Sanction was destroyed above Brekka when a drive-coil malfunction made it impossible for the ship to maintain a stable orbit. Although the malfunction was fairly minor, the Ornarans' technical ignorance made the problem disastrous.

The Ornarans, along with the Brekkians, requested Federation assistance in repairing their remaining ships, but USS Enterprise-D Captain Jean-Luc Picard declined to render aid, citing Prime Directive considerations. Soon after the Enterprise-D left, the Ornarans went through a painful withdrawal period.

Now they are struggling to try and regain all the knowledge and technical skills they lost over 2 centuries of enforced slavery to an intense drug addiction.

Government

They have an elected unified government that was considered to be very democratic and responsible. As expected after 2 centuries of intense drug addiction by every citizen on the planet those ideals have long since ceased to be. Now the elective government struggles to try and perform their duties, often falling far short of their goals.

Description

Ornarans are distinguished from humans by a distinctive nasal bridge that contains no dip, remaining flat between the eyes. As children, they can be a lot shorter than the average height for a human child, growing a little faster once they've hit puberty.

Physiology

As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes.

Electrical Discharge

Just like the Brekkians, they have the unique ability to provide a limited electrical discharge from the hands. However this does produce a great strain to the individual discharging the electricity. On the other hand it can incapacitate the unwary.

Ornaran plague

The Ornaran plague was a disease that struck Ornara in the 22nd century. The only cure was felicium, a drug refined from a plant indigenous to the planet Brekka. All attempts to cultivate the plant on Ornara failed, leading to a trade pact between the Ornarans and Brekkians that lasted at least two centuries.

Psychology

Originally they were an intelligent, resourceful and creative people. However due to 2 centuries of intense drug addiction it is no wonder that the creative and intelligent aspect seems to have been stifled and some believe permanently damaged.

Federation experts are intently observing their post drug addiction recovery in the hopes that it may help shed some light on the long term adverse effects of drug addiction.

Religion

Due to the effects of the felicium, the Ornarans dropped all religious concerns. It's unknown whether or not they have been able to rebuild any religious beliefs in the wake of their recovery from 2 centuries of intense drug addiction. However based on what little data has been available it does not seem likely that they have or even will attempt to do so.

Mythology

Due to 2 centuries of intense drug addiction many computer records and other historical data have been lost. This is mainly due to their slow regression and failure to maintain, repair or build newer computers or data storage devices.

As a result the only historical and mythological records to survive are those that were still available in some kind of primitive, none technological form.

Society

Gradually regaining semblance of colour, the Ornaran people are the most stable they've ever been. There have been astounding advancements with their technology, much of which is gauged to tackle an ongoing crime problem. Since the dark ages of their addiction, they seem to have negotiated with the Ferengi for the adoption of the latinum currency.

Addictive substances have been either severely taxed or banned altogether.[1]

Culture

After two centuries of intense drug addiction, very few old traditions and productions of art and music survived. For that matter all of the various artistic art forms have been abandoned and what little art they have left is that which the Brekkians deemed to be unfit for trade. All creative pieces are new, produced by young Ornarans during the last few decades. Creative and artistic expression through music, dance and visual arts is slowly returning.

In fact, many Ornaran cultures are being lead forward by younger Ornarans whom were only considered secondary victims to the dark age, witness to parental felicium addiction but saved from such pain themselves. With this experience, they are generally an accepting culture, happy to provide what assistance they can for reforming addicts from all species and cultures - the planet itself has become somewhat of a retreat from such lifestyles.[2]

Customs

Just as with culture they allowed their customs to wither and die due to their 2 centuries of intense drug addiction. As a result they currently do not seem to remember or care to try and recreate those customs that were documented in the past. This may be due to the fact that most of those records did not survive the slow deterioration of all their high tech data storage systems.

Technology

The Ornarans achieved space travel 200 years ago. Although some ships remain functional, the knowledge of how to build them has been lost. The same seems to be true for most of their technological advances.

Economy

Their entire trade system used to be based on their intense drug addiction - as a result they were trading away almost all of their production and excessive food supplies in exchange for the drug felicium. Years after this dark age, however, they have begun production of new technology for trade, much of which with Ferengi. The city of Bintac is also known for a world-famous diner which serves to draw in tourists.

With the return of art and architecture on the planet, much of the planet has become somewhat of a tourist attraction, or for some, a retreat away from a tempting lifestyle.

Federation Intelligence Files

The Delos system contains two inhabited planets: Ornara, the third planet from the sun, and its outer neighbor, Brekka. Both planets are inhabited by a race that is humanoid in appearance. The Delos system's sun is relatively unstable and is prone to periodic violent magnetic field changes producing gigantic and intense solar flares. It is speculated that the proximity of the unstable magnetic field is responsible for the innate ability of the Brekkians and the Ornarans to generate powerful electrical charges. These charges are easily capable of stunning humans, although races with similar ability’s seem better able to withstand the effects.
