Par’tha Expanse
The Par'tha Expanse occupies a great many sectors of space, reaching almost all the way out to the rim of the galaxy. The eastern end of this vast area of space is under the control of the Valcarian Imperial Republic.
History
They come from the sixth planet in the Valcarian star system, virtually at the heart of their empire. They have expanded to inhabit and control every planet in their system, and have hundreds of colonies in outlying systems. A little over 1,000 years ago, the Valcarian burst forth from their homeworld on a mission of exploration within their own star system. Two hundred years later, they finally left their overpopulated system in search of suitable systems to settle and provide much needed resources.
For the next hundred years the Valcarian easily conquered their neighbors. A third of them were totally wiped out while the rest became subject worlds, providing annual tithes to the Valcarian. The inhabitants were worked hard with many shipped off to work as slaves on other worlds controlled, occupied or colonized by the Valcarian. In this way they spread all the subject species across their entire empire making it harder for any of them to attempt to rebel. The republic kept on growing until the Valcarian had conquered or colonized over 500 worlds.
At this point, 200 years ago, the republic was spreading faster than it should have. The Valcarian had moved core ward and encountered the Esidran Empire. At the same time, several newly enslaved races, independent of one another, attempted to fight back and regain their freedom.
After 50 years the Valcarian were forced to sign a ceasefire with the Esidran, in order to better focus on their internal struggles. After twenty years of rebellions, the empire was once again at peace. It did not last for long.
Less than a year later, an aggressor race from the Gamma Quadrant tried to invade the Valcarian Republic. Calling themselves the Vodran, they battled the Valcarian for the next 30 years until they were pushed back. Political infighting within the Vodran government simply cancelled the war one day and though the Valcarian would normally have taken the opportunity to invade their enemy and crush them to dust, cooler heads in the Valcarian government prevailed and brought to light their desperate situation.
Their military was almost gone; their resources were virtually depleted. It was time to fall back and regroup. Within 3 years the empire had rebuilt its forces enough to invade the Vodran and wipe them out with a single, concentrated assault.
It was shortly after this that the Valcarians then turned their attention towards their neighbours in the Par'tha Expanse. The Caraadians had just rid themselves of the Romulan Empire, and the Valcarians used their superior technology and unified government to fill the void seamlessly and instantly.
The Valcarians were content to live side by side with the Caraadians, in the Expanse proper, and Freeworlds Council as long as they remembered that the Valcarians were truly the ones in charge. Their dominating military power evident in the constant patrols conducted by their warships, reminding the other inhabitants of the Par’tha Expanse constantly of this fact. This political situation continued until late 2391, when political disruptions by the Caraadians pushed too far, and the Valcarians declared war on the Expanse.
Unfortunately for the Valcarians, but fortunately for the Expanse, the Valcarian military is still weak enough that the sparse Caraadian forces have so far been equal to the task. The war has had only minor battles, skirmishes and encounters. But the Caraadians are currently attempting to enlist the aid of the Federation to their cause. If that officially happens, then the Valcarians would be forced to turn their full military attention towards the Expanse.
Government
The dominant power in the Par'tha Expanse is the Valcarian Imperial Republic, an expanding empire. The Valcarians do not have Houses, or geographically defined political areas. Instead, they still use a tribal family structure to represent the people within the government. Planets and colonies send representatives to the government, who are grouped into their tribal families in order to vote in blocks. There is very little infighting between tribal groups, and there has never been a civil war in the recorded history of the planet. Only Valcarians have a voice in the government. Non-Valcarians are subjugated, enslaved or destroyed in the empire.
Since the rise of Altharra, their Grand Emperor, the Valcarian Imperial Republic has become even more militaristic and territorial, with their empire in a constant state of expansion.
Description
For the most part they appear to be just like humans and like a large number of other species that resemble humans they have a wide range of eye color with various types of body shapes, heights and weights being the norm. Unlike humans however they have a gray skin tone and dark blue hair.
Physiology
As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes. They are typical humanoids with most of the physical, mental and biological medical problems that seem to plague most humanoids.
Psychology
As with most intelligent species they can and sometimes do suffer from various different types of mental illness. Fortunately they have an excellent treatment program and progressive ideology when it comes to treatment.
As a people, species the Valcarian suffer from the belief in their manifest destiny; that they were meant to rule the galaxy and no one can stand in their way. This makes most of them treat all other species as inferior, never considering or acknowledging the possibility that other species might also be worthy of equal treatment.
Religion
The Valcarian people believe in a massive pantheon of gods and goddesses who oversee and govern every aspect of their existence and the universe around them. Every tribal family has their own patron gods and goddesses. Each god or goddess has their own religious holidays, sacred ceremonies and rituals.
Mythology
They have a diverse and profound collection of myths, legends and tales which support their belief in a large pantheon of gods and goddesses as well as their belief that they have a manifest destiny; that they were meant to rule the galaxy and no one can stand in their way.
Society
The Valcarian people are not unique in that they believe themselves to be an ancient and noble race. Many other species have similar views. What makes them unusual is the combination of factors that make them what they are, the division of their species into tribal family groupings, the large pantheon of gods and goddesses and their supreme feeling of superiority to all other species.
Only on their homeworld will you find representation of every single tribal family group and every single god and goddess. All living peacefully side by side, however once you get off the homeworld this is not the case. Many colonies or conquered worlds will only have representatives from 1 tribal family grouping and their own personal tribal family gods and goddesses will be observed and elevated above all the others.
On most worlds there is a very strong military presence which acts as a kind of occupying force and military police. Crime is swiftly and harshly punished, no mercy shown and most decisions are final. The rich quarters are opulent, with all the best in amenities and infrastructure while the quarters set aside for the subjugated and or enslaved masses are filthy, inadequate and poorly designed, supported or cared for.
Culture
They enjoy any and all artistic forms of expression and this is one of the few ways in which subjugated or enslaved subjects can earn recognition and a better way of life for them and their family. Patrons, wealth members of the different tribal groupings will elevate those who have shown true artistic skill and provide them with the means to live well while devoting their lives to the production of fine works of arts regardless of their species of origin.
Customs
They have a wide and diverse cultural background with their belief in a pantheon of gods and goddesses influencing many if not the majority of their social customs. Everything from courtship, to marriages, from births to funerals is influenced by the gods and goddesses.
