Creates the section headings used in the Academy Library & Utopia Planitia Fleet Yards. The difference between the section heading template and the page title template is that this template adds true header functionality (the heading will be listed in a table of contents) and there will be a line break before the title of the section.

before the heading so that a thumbnail or sidebar will be displayed completely above it by adding "clear" to the end :
