After the Dominion War, Cardassian society changed profusely. Amongst other things, this can be attributed to the loss of life during the war and the influence of the Federation in their efforts to help the Cardassians rebuild.
While Orphans were previously regarded as outcasts, the sheer amount of parentless children after the war led to the establishment of state-funded children's homes. Adopting such children was, for almost two decades, allowed and welcomed. It did however alienate young Cardassians from their own culture, and young talent leaving Cardassia did not return there.
