The Delos system contains two inhabited planets: Ornara, the third planet from the sun, and its outer neighbor, Brekka. Both planets are inhabited by a race that is humanoid in appearance. The Delos system's sun is relatively unstable and is prone to periodic violent magnetic field changes producing gigantic and intense solar flares. It is speculated that the proximity of the unstable magnetic field is responsible for the innate ability of the Brekkians and the Ornarans to generate powerful electrical charges. These charges are easily capable of stunning humans, although races with similar abilitys seem better able to withstand the effects.

The Federation sent observers during the 22nd century, but there is little subsequent contact between either planet and the Federation until 2364, when two Brekkians and two Ornarans, along with a cargo of felicium, are beamed aboard the USS Enterprise D from a destructing freighter craft orbiting Brekka.
Generations of drug addiction resulted in loss of intelligence and technical knowledge, and by 2364, the Ornarans no longer had the ability to maintain their interplanetary freighters that they needed to transport felicium from Brekka to Ornara. As a result, the freighter Sanction was destroyed above Brekka when a drive-coil malfunction made it impossible for the ship to maintain a stable orbit. Although the malfunction was fairly minor, the Ornarans' technical ignorance made the problem disastrous.
 
The Ornarans, along with the Brekkians, requested Federation assistance in repairing their remaining ships, but [[ma:USS Enterprise-D|USS Enterprise-D]] Captain [[ma:Picard, Jean-Luc|Jean-Luc Picard]] declined to render aid, citing [[ma:Prime Directive|Prime Directive]] considerations. The relationhip between the Brekkians and their neighbors is forever altered by Captain Jean-Luc Picard as he applies a strict definition of Starfleet's Prime Directive, forbidding interference in other cultures. Knowing that they only craft capable of transportation between the planets are badly in need of repair and will son be unusable, he refuses to donate the necessary components, leaving no means of transporting the felicium.

Originally they were an intelligent, resourceful and creative people. However due to 2 centuries of intense drug addiction it is no wonder that the creative and intelligent aspect seems to have been stifled and some believe permanently damaged.

What was is no more. Nothing remains of their previous, pre-drug addiction society. It is lost to them and since their recovery they have slowly been developing a new society. However after 2 centuries of intense drug addiction none of them remember how to make or play any instruments. For that matter all of the various artistic art forms have been abandoned and what little art they have left is that which the Brekkians deemed to be not good enough for trade.

Their entire trade system use to be based on their intense drug addiction. As a result they were trading away almost all of their production and excessive food supplies in exchange for the drug felicium.
 
When the last of their freighters malfunctioned they were forced to go into withdrawal. This lasted a long time due to the fact that their bodies had developed an intense dependence for the drug. Something the Brekkians had purposely developed and incorporated into the drug.

An Ornaran freighter was a type of small interplanetary vessel that was employed by the Ornarans. First constructed during the mid-22nd century, they continued to be used, and remained relatively unchanged through the 2360s.  It was at this time that their state of disrepair affected the three remaining ships on Ornara, resulting in the destruction of the freighter Sanction.
