Then the Klingons invaded and set up a military governorship on each planet. During the war that followed their rebellion over half their total population was killed. | ||
Obviously they developed a new system of government during their 300 plus years of seclusion. Now each colony has a governor who is the highest ranking noble in that colony. Most of the rest of the noble class are split between being officers in their military and holding down all the senior civilian government offices.
