The Orelius Sector is an area of space that has been in uncontrollable civil war for centuries. One of the planets at the centre of the disputed space is Orelius Prime.
In late 2383 the various factions of the Orelius Sector were tired of centuries of fighting and ready to sit down at the negotiation table. Captain Rocar and a number of his senior staff acted as meditators to the peace process while his Beta Shift took the USS Constitution to explore some unusual circumstances on the nearby Federation Science colony Catterick IV.
