The Avora Network is a group of semi-sentient Avor whom are used by Reapers as explosive devices. They seem to originate from Bio-Neural Gel. They were used in an attempt to take control of the USS Tiger in 2385. They were initially thought of as "devices" by the Tiger crew, with at least one detonating on board.
Their exact origin is unknown, and may not even be from our universe. However, the only known encounter with this species is in the Ithassa Region, near Klakkr's Drift.
