The Mathenites claimed Zeta Pavlionis-III, naming it 'Kthizao', after a noted diplomat, and the Federation claimed Zeta Pavlionis-IV, which was terraformed and named New Galway. The memorandum of understanding establishing zones of control and permissions was signed in 2381. Originally, it was a temporary starbase for the Federation during the Dominion War as a retreat point near the front lines, but the temporary forward base was converted to a full starbase in 2379. About that time, the Mathenite Confedracy approached the Federation about settling there, and after a year of negotiation, they agreed to make it a joint colony system as a sign of the growing friendship between the powers. As it also serves as a regional fleet anchorage, most people who live here are in the military, but there's a substantial amount of people who live in Kthizao from the Diserk racial grouping, primarily people who want to build a new capital of architecture and refinement of existing technologies for beauty. =Kthizao Kthizao is notable as the original planet of a tree called the 'Unity Tree', although it was introduced to New Galway and other planets as well.
