Tori Ely was one of the best and brightest of Starfleet; her quick rise to Lieutenant was accompanied with awards and commendations, and she was believed to be on the fast track for command of her own science vessel -- until in 2382, while working with Starfleet Intelligence on an unnamed classified project, she was reported MIA, presumed dead.
Said presumption continued until 2386, when she was found on the Klingon Prison planet of Rura Penthe, under the name toriel. She was suffering severe mental trauma and amnesia; the Klingons allowed her to be collected (along with other officers who had been wrongly imprisoned there). She was shipped to Vulcan for therapy there on the (aptly named) USS Crazyhorse. Along the way, the ship was attacked by a telepathic entity targeting other telepaths; she was one of the first victims. When she was finally put into the Vulcan therapist hands, she was barely coherent, simply clinging to her old, tarnished commbadge and calling it her "Precious".
Several months later, she was returned to the Starbase in much improved mental state, cleared for duty. As she had friends amongst the command crew, it was thought that working in the structured environment would allow her a chance to socialize and rehabilitate herself into the ranks of Starfleet. Her rank was left at Lieutenant, although notes were attached as part of her tightly sealed counselling file.
Within 72 hours of her arriving on the base, the entire command crew of the starbase was dispersed, along with nearly every high ranking official. Rumours abound as to the cause, but Starfleet refuses to comment.
As the result of this, Tori found herself the highest ranking and -- without anyone cleared to read her psychological profile -- most highly recommended engineer on the starbase, and was summarily placed in command of engineering until such time as a replacement arrived. She protested, but tragically the interim commander believed that that was proof of the accuracy of his choice.
Sadly, he was proven wrong when the stresses of the job, coupled with the birth of an unplanned baby boy, prompted a relapse of her mental illness. With the starbase's medical professionals unable to help, Tori was moved to a dedicated mental health facility on Halli, and as per her wishes, her child was placed in the custody of her friend Quinn Reynolds.

- Fear of ... lots of things.
Note that a good amount of this can be counteracted when she has a project in mind. When she is acting in a familiar role, the role takes over for the most part; it is simply when she is left to her own devices that she falters.
Telepathy
Somewhere amongst her stay on Rura Penthe her empathy took a unique turn; she no longer has any empathic abilities, but instead projects a subconscious desire to ignore her during times of stress. She has no control over this, and its functioning is spotty at best. She has taken to calling it her "invisibility" -- or alternately, her "don't look at me" field. (And indeed, it seems to consist of a mantra of "don't look at me don't look at me" repeated.)
Those affected by it will simply leave her alone, or otherwise ignore her presence.
Family
- Marital Status: Single. Her fiancé at the time she was declared dead has married someone else.
