The Ninth Wing is the largest and most ruthless Wing that heads the Unified House of (Mirror) Betazed.

Background

Keehani's mother, Rwiastreya Ukinix, died when Keehani was only three days old. Keehani was later told it was due to a rare post-natal psionic condition that caused brain failure. Her grandmother, Empress Vaxa Ukinix, made the decision to turn off Rwiastreya's life support. Raised by her grandmother and the minders of the Ninth Wing, Keehani grew up surrounded by scholars and military strategists, learning the art of governance and war.

However In 2396, at the age of 20, Keehani discovered that Vaxa was responsible for her mother's death, so that she could raise Keehani, a female of direct noble blood, as the next Empress. In a brutal subsequent coup supported by the Ninth Wing Noble Guard, Keehani had Vaxa executed and assumed the title of Mother Eternal, becoming the youngest Empress in Betazed's history. Her early reign was marked by severe crackdowns on opposition. Many of the other noble Wings had challenged Keehani’s ascendancy in her first year as Empress, but the loyal Ninth Wing Noble Guard had crushed each and every challenge.

Rule and Philosophy

Keehani's reign was defined by relentless ambition and an intolerance for failure. Her governance was based on the belief that only the strong and competent deserved to prosper. Her mantra, "Excel or die," permeated every aspect of Betazed's society, and she did not hesitate to exact severe punishments on those who fell short of her expectations. Keehani viewed herself as a divine ruler, a living embodiment of the Four Deities, and demanded unwavering loyalty from her subjects.

Governance and Empire Expansion

Under Keehani's rule, the Betazed Empire aggressively expanded into the Delta Quadrant. The Empire's ambitions were fueled by extensive mining operations on Kirilow II, a planet named after Keehani's great-grandmother. The resources extracted, including benamite crystals, powered the Empire's fleet of quantum slipstream drive (QSD) ships, giving Betazed a significant technological edge. Keehani also waged war against the Klingon-Cardassian Alliance, although this strained the Empire's resources and forced Keehani to make strategic adjustments.

Key Relationships and Alliances

• Rivi Ukinix: Keehani's trusted enforcer and bounty hunter. Rivi's loyalty to Keehani was maintained through a combination of fear and the Empress's psychological manipulation, as Keehani often leveraged the suffering of Rivi's loved ones to ensure compliance.
• High Inquisitor Talos Dakora: A fearsome interrogator responsible for extracting information from the Empire's enemies. Keehani valued his ruthless efficiency and granted him considerable autonomy in his methods.
• Tidrid Chaxx: A former lover of Rivi and a pawn in Keehani's manipulative schemes. Tidrid's imprisonment served as a constant reminder to Rivi of the consequences of disloyalty.

Keehani faced challenges from resistance forces, including the escape of high-value prisoners on Kirilow II. Her paranoia intensified, and she tasked her most loyal agents with rooting out any threats to her power.

Keehani learned of people from a foreign universe, which she dubbed as "Angels." Keehani viewed the Angels as a potential means to defeat the Klingon-Cardassian Alliance and consolidate her Empire's power.
