The location for the colony was carefully chosen. The planet did not have inhabitants until about 2392 when Adirim Bolen founded Paoike Colony. Every time a particular development should have happened to allow humanoid life it didn't happen. It is unclear if it was lost, blocked, didn't make it to other predators or other reasons.
