After a life-saving group therapy session at a remote outpost afflicted by a mind-altering virus, Captain Toten (the ship's Commanding Officer) attempted to promote Pershan. On a raised stage in the ship's secondary cargo bay, in front of assembled crew and officers, Ensign Pershan approached the Captain, shook his hand, smiled warmly, said "No thank you," and walked off. Since then, he took pains to make it clear to his subsequent Commanding Officers that he would not accept a promotion unless and until the consequences for failing to do so involved being dismissed from Starfleet.
