It seemed that in the Par’tha Expanse, even as the Federation worked to establish a diplomatic presence there, some of the local governments - most notably, the Valcarian Imperial Republic - seemed opposed to their presence. They had even recently conducted an extensive assault against the colonization fleet that was tantamount to war. In an effort to resolve this and stop a full-scale war from erupting, Starfleet Command realized that with the experience of Ranil Isa as a Strategic Operations Officer, combined with Jaelyne Isa’s diplomatic experience, they had the opportunity to attack the problem from both sides.
