When Kelly received the standard Starfleet Psychological Evaluation during the exit phase at the Academy, there was some controversy surrounding the results. Two out of the three counselors that examined him cleared him for duty with only some small notations on his tendency for risky behavior. The third declared him unfit for duty due to what she referred to as "sociopathic tendencies". The disagreeing counselor argued that Kelly was cold and calculating individual with little to no empathy for others. She proposed that Kelly was emotionally stunted and depended on his intelligence to simulate the appropriate emotional response to a given situation. Fortunately for Kelly, with the majority of counselors finding him fit for duty the report was presumed to be anomalous.
When he was asked about the report by a USS Atlantis personnel officer Kelly stated non-chalantly that "The truth is probably somewhere in the middle..."
