A good tactical officer needs to know about advancements in technology and new ship designs. He will be always be receiving updated information from Star Fleet command on changes. While you would always be filling out after action reports which would go the FO, you would also get approval for new tactics and encounters with new weapons systems to Starfleet so they can disseminate the information.
