The village she lives in was a Starfleet project to allow those who preferred a more old fashioned life style to have that, but still be on Earth and close to the "Out-side World". Rowanna lived with her Grandmother in this small village devoid of most technologies for a good portion of her life. She moved there when she was three, and left when she was ten. When Rowanna had moved to Betazed at the age of ten to study at a privet school, Marcus had always been there to help her out, even though he himself no long attended the school.
