Since Transportation in Azerbaijan could just as well be considered a subdivision of Transport as of Azerbaijan, do not use a name like Azerbaijan/Transportation (the old Wikipedia software created a subpage when the article name contained a forward slash; this feature is discontinued for articles, but you may use it on user and talk pages). Instead, use "Transportation in Azerbaijan", then categorize in "Transportation" and "Azerbaijan".
