The Octran are humanoid species in which all of its citizens will take part in extremely physical and highly competitive fertility contests at some time in their lives in order to attract and select a mate.

History

Very early on in their history some of their migrating tribes settled along the coast of a massive inland fresh water lake. Food was plentiful, fishing was easy and they quickly made the adjustment from hunter/gathers to farmers and fishermen.

Other than a few minor disagreements between these two groups there has never really been any form of war or even violent disagreements between any of their people. They shunned such foolishness as a way of settling arguments. Instead they learned to settle all of their disagreements in a unique manner, one that with a few minor tweaks is still in use by them today.

Technological developments were achieved at a fairly steady pace and in less than 500 years all of their people had made the switch from nomadic tribesmen to settled communities.

Over the next 1,000 years industry was developed, populations swelled and settlements were established over most of their world. Throughout it all they were able to maintain a civilized grasp on the emerging problems and when needed find peaceful solutions to all of them.

Eventually they had developed to the point where they were just starting to explore the universe around them. Advanced telescopes allowed them to view the stars and discover that they were not alone. A major shipping corridor used by a number of different species was within a few light years of their system. This discovery sparked an intense drive to learn and understand more about the universe around them.

It also lead to their first contact with another species in 2061, the Xindi-Arboreal. One of their freighters suffered an engine malfunction that propelled them far off course. Then they drifted into the outer edge of the Fer’Nal system. They required certain materials that their long range scanners indicated the Octran had. As a result they sent a shuttle, established peaceful contact and were able to trade certain antiquated technologies for the materials they needed.

What were antiquated technologies to the Xindi were cutting edge to the Octran. It was not long before they were able to implement and make improvements to the alien technology. In less than 35 years they were able to launch a vessel capable of travel to the other planets in their system and within another 28 had managed to perfect a rudimentary working warp drive.

In 2187 the USS Albatross visited their world and dropped off a delegation of Federation representatives as requested by the Octran government. This resulted in the establishment later that year of a permanent Federation presence and Embassy.

In 2231 the Octran completed construction on a Starbase facility near the edge of their system. This facility while belonging to them was constructed using Federation advisors and would resupply and repair all Star Fleet vessels at no cost as agreed upon by representatives of both governments.

During the Dominion War they supplied goods, foods and medical supplies to the Federation at no cost.

In 2376 they were finally admitted to the Federation as full-fledged members.

Government

Very early on in their history they developed a unified central government which would assign representatives to govern each region. This style of government is still in use today, however it has undergone a number of changes and been upgraded in order to better represent their increased population and to take advantage of their various technological advancements.

Description

They are a reptilian species which seems to have evolved from some kind of lizard. Strangely enough these humanoids do have hair but only on the top of their heads. There is no other hair anywhere on their bodies. This hair is usually dark in color with black, brown and reddish brown being the most common. Females have taken to wearing it long while the males still keep it short.

Their skin tends to be a thick, leathery, reddish, copper in color with a black band across their eyes. These black bands can also be found in various random locations all over their bodies. Some have a lot of them and others may have few to none.

Other than that they tend to be slim, fit and athletic. On average they tend to be between 5'9" and 6'2".

Physiology

As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes. They are typical humanoids with most of the physical, mental and biological medical problems that seem to plague most humanoids. Also in their case there is no difference between the males and the females when it comes to strength, agility, stamina, or hand eye co-ordination.

Psychology

While they seem to be fairly stable mentally as a species they do have a number of mental illnesses that affect their elderly citizens. Some minor problems have been known to affect individuals of any age however their need to compete in highly competitive and extremely physically demanding fertility contests in order to attract and select a mate has some experts puzzled as it seems to be more of a mental issue than a physical or traditional one.

Religion

They believe in the divine teachings of the prophet Fer’Nal, an individual who lived shortly after their language had evolved into a more sophisticated form that included a written version capable of communicating complex ideas and thoughts. In honor of his teachings they named their world after him.

Mythology

They have a very complex yet progressive series of fables that seem to record the life and times of the prophet Fer’Nal. Each and every single one seems to have been written in such a way as to teach some important lesson.

Society

They have an ordered society with little crime and most cities and communities are clean, well laid out with efficient infrastructure and numerous recreational facilities available to everyone. The only unusual aspect in all of their communities is the central placement of the sporting facilities needed for the frequent fertility contests.

Culture

While they do enjoy all forms of artistic expression, both those created by their own people and many of those created by other species they have been exposed to, the one thing they all seem to enjoy equally is observing the frequent fertility contests. In some ways this obsession could almost be compared to the fanatical support some fans devote to their chosen sport and their favorite team.

Customs

The best know custom among the Octrans is the fertility contests that every single member of their society takes part in if they wish to find and select a mate. These extremely physical and highly competitive matches pit two opposing teams of three men and three women against each other. In many ways these fertility contests are thought to most closely resemble the Human sport of basketball.

Technology

They are content to advance at their own rate and since becoming a member of the Federation have supplied equipment, supplies and personnel to a number of research facilities and R & D complexes.

Economy

While they are fairly self-sufficient they have had numerous long term trade deals with numerous other species. Most of who are members of the Federation.

Military

Prior to their joining the Federation they had a small fleet of about 50 vessels that they used to patrol their system and their sector of space. These ships still do so but now about half of them are constantly on loan to the Federation and serving as patrol craft for transport lanes outside of their sector.

They have never had a land based military, however they do have a very large, well trained and equipped planetary emergency services force. This force is capable of dealing with natural disasters, fires, medical emergencies, police duties as well as any other possible emergency.

Federation Intelligence Files

In 2187 the Federation established an embassy on their world.

In 2231 a Starbase was constructed in their system that would provide logistical support to any and all Star Fleet vessels.

During the Dominion War they provided logistical support to the Federation.

They were admitted as full members of the Federation in 2376.

Since becoming full members of the Federation they have become active in a number of different programs and have had some members of their planetary emergency services force apply to and be admitted to the Academy.
