Personality
Somewhat of a skitish type of man, Joe gives in easily to threats and always takes bribes. Regardless of that, he is always doing his job.
Joe is a very good liar, even if the story doesn't fit. He also has a good ability to tell when something's wrong. He lives in his own mind, and is known to disobey direct orders.
He is very good when it comes to sneaking up on people.

Parlem Jackly was known for his good Tactical skills. He wanted nothing more than to let his only son become a Starfleet officer.
Denimay didn't enjoy Joe's presense around the house, which is half the reason why he is able to scare people by sneaking up on them. Hayley was a completely different story.
Hayley actually followed Joe everywhere, annoying the hell out of him everywhere he went.
Jennifer was actually barely around unless there was visitors in the house. Joe didn't have much of a mother figure, and rumor went around the house that she was having an affair, which was true. After the Sullivan siblings left, she left too, devorcing Parlem and marrying the man that she had loved more than him.

- Incident: Crewman Jackly refused to follow orders. Instead, he went to Engineering to do a warpcore diagnostic when he was meant to be escorting a Vulcan ambassador around StarBase 118.
- Punishment: Jackly was reassigned as a Brig officer
"Un-ordered Phaser."
- Incident: Crewman Jackly fired a phaser at a ship, against orders, while in Engineering.
- Punishment: Jackly was taken off duty and confined to the Brig for the remainder of the mission.
