History

Contact with the Federation

In 2375, the Federation Starfleet vessel USS Voyager entered Devore Imperium space carrying Brenari refugees rescued from a freighter. The Brenari and the telepathic members of Voyager's crew had to hide in transporter suspension during Devore inspections of the vessel. Multiple inspections occurred over the weeks that the Voyager spent crossing Devore Imperium space. The Voyager crew was able to bring the Brenari to an intermittent cyclical vortex out of Devore space.[3]

The Devore are governed by the Devore Imperium. As of 2376, the Imperium controlled 11 star systems across 3 sectors.[3]

Alien vessels are required to comply with a strict set of imperatives while travelling through Devore Imperium space, and are subject to regular inspections by heavily-armed warships. Telepaths are especially distrusted by the Imperium, and any found within their territory are sent to detention centres, along with any individuals who may have harboured them.[5]

All outsiders are referred to as "gaharey" and subject to inspection while in Devore space. They harbour a particular prejudice against telepaths, as they believe beings capable of reading minds have no concept of trust and were thus themselves untrustworthy.[3]

Though rare, Devore who sympathized with telepaths were not unheard of.[3]

Laws

Imperative 12, Codicil 6 (also known as the “cardinal protocol”): Harboring a telepath was in violation of this imperative and grounds for immediate arrest.[3]

Imperative 32, Codicil 626 specified: "All Gaharay vehicles that deviate from prescribed flight vectors will be impounded, their crews detained and relocated.[3]

Language

“Gaharey” was a word in the Devore language that the universal translator was not able to translate. It means “stranger” or “outsider” but with a negative connotation. Devore soldiers addressed non-Devore ships as “gaharey vessel.”[6]

Kolyan kolyar, meaning “infinite spirals” was the Devore word for a luminous astronomical phenomenon, similar to aurora borealis, located in Imperium space.[7]

The Devore manufactured their own warships. Refractive shielding made the ships difficult to detect on sensors.[8] The ships were 800 meters long and carried enough firepower that two outgunned an Intrepid-class starship.[9]

The Devore monitored their space with automated sensor arrays.[3] The sensor array emitted a scanning pulse every forty seconds over a range of ten light years. A pulse was designed to track warp fields and impulse signatures. It was possible for a starship to lower its power output below the detection threshold of an array.[10]

Military

Devore soldiers underwent years of mental training to prevent their minds from being read telepathically.[3]

Devore warships sometimes operated in squadrons.[8] The ships carried a sizable crew as well as at least one Devore scout ship.[9]
