The Legarans are an insular society, a reclusive species of gastropods that rarely ever leave their homeworld, one with a strict and often demanding need for precise adherence to certain protocols.
Each of the three regions has their own unique and distinct style and system when it comes to how their society operates.  
 
Significant work is required to prepare for their arrival, and to make them comfortable in an environment that is alien to them. Special vats are constructed for them, and are placed in rooms that have been decorated with a great deal of care. These rooms must have no furniture, no decorations and must have subdued lighting.

History

The Bila system is a relatively older system, the once yellow-white star now turning orange as it ages. While it has several planets, it is not a particularly resource rich system. With the nearby Saurian Empire, this species has not done much warp exploration, and lays in a very neutral region of space. The system itself holds no strategic value, and aside from a Federation survey in 2369, has very low priorities - even more so with the pull out of the USS Discovery-C until the USS Doyle-A was reassigned to the sector.

In 2392, the Bila system was again of importance when it experienced a massive rash of disasters. While it seemed that events would force the system to become uninhabitable, the crew of the USS Doyle-A were able to detect the plot (to artificially create many different volcanic and tectonic events, to force an evacuation) and helped stop it.

Government

The Bilarian people do not have a central government. Instead they have 3 major regions each with its own government. Each of these control roughly 1/3 of the planets surface and population.

Jalno Council

The Jalno Council controls most of the islands that are scattered over the two large oceans on this world. Each Island selects its own leader and the method and means by which this is done can vary greatly from island to island. So do the size and populations of these islands, from some so small their populations are less than a 1,000 people to some of the bigger islands with close to half a million people.

Movirin Monarchy

The Movirin Monarchy rules one of the two major continents on the planet. Its current head is the Empress Achmedina Movirin who rules with an iron fist. Her secret police and military forces ensure that their is no threats to her rule or that of her family. Even now that she has reached a very old age no one, not even members of her own family would dare cross her.

Sinla Republic

The Sinla Republic controls the other major continent on the planet. This land mass is divided into areas controlled by elected governors, each responsible for the care and fair governing of their region on behalf of the people and for the people. Each of these governors work together and report to a central elected overseer who has no authority over the individual regions but is responsible for ensuring that each region works together for the good of all.

Description

They are a humanoid species with them being on average between 5'2 and 5'11 in height and 120 lbs to 175 lbs on average. Some of their people can be larger or smaller with rare cases of dwarfish and gigantism having been recorded. They tend to have lean, slim, wiry frames with very few examples of obesity. Both males and females tend to have short hair, that seems to jut up and back. They also tend to have streaks of darker or altered colored hair spaced evenly through out it.

Due to the warm temperatures most of them wear only a kilt, skirt like garment or knee length shorts. The females will also have a vest or a wrap that goes around only their upper chests under neath their arms. Decorative scarfs and necklaces are very prominent among most of the population.

As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes. They are typical humanoids with most of the physical, mental and biological medical problems that seem to plague most humanoids.

Even though they never developed a space program or any offensive or defensive technologies they have been able to create and perfect various other technologies. As a result their planetary infrastructure is an engineering marvel, including an unheard of interconnected planet wide system designed to maintain, control and adjust the content, temperature and nourishment levels amid

Economy

They are completely self-sufficient and participate in no trade of any kind. However as part of the treaty that was negotiated with the Federation a major mining operation for raw uridium has been established on the planet.

Military

They have little to no military capability. However in return for allowing the Federation to mine uridium, the Federation has accepted full responsibility for the defense and protection of their world. As a result over 50 defensive satellites have been placed in orbit around their world and are maintained and monitored from a Federation facility on the largest moon in orbit of their world.

Federation Intelligence Files

Located in proximity to that area of space claimed by the Cardassian Union, Legara IV is the homeworld of the Legaran civilization. Legara IV is rich in uridium, a resource coveted by the Cardassians.

Chon (Legaran)

Prelate Chon was a Legaran diplomat who lived in the early 24th century. Chon led the Legaran party that attended the talks between the Federation and the Cardassian Union aboard Vulcan Space Central in the year 2327.

Legaran Conference

After 93 years of preliminaries by Vulcan Ambassador Sarek, the Legarans made their first official contact with the Federation in 2366. This was during the Legaran Conference which was held aboard the USS Enterprise-D. They finally signed a treaty with the Federation in 2368 after nearly a century of negotiations.
