Civilian Administration Clerk, Starfleet.
He was the CSO aboard the Ambassador-class ''USS Reiver'' (NCC 34496), retiring not long before his eldest son was born and after a shuttle crash on Earth. William emerged unscathed, but the Reivers First Officer - William's brother-in-law - died on impact. When their first child was born - and at William's suggestion - they named the boy Arturo after his uncle.
As a result of the accident, William was very quiet about his Starfleet service and very rarely wore his ribbons at formal occasions. His sons found his award case one afternoon however, and saw at least a dozen different Starfleet awards as well as  “a couple” of Klingon medals, and one of Bajoran origin.
William earned numerous Science Awards, and these are displayed in his study in the family home.
He passed away at the Royal Infirmary of Edinburgh on Stardate 239707.10.

Henry Maxwell always wanted to be a Marine alongside his brother, and it was a dream that both boys shared growing up.
Life had different plans however, with Arturo failing to get into the Marines and then finding himself on the path to becoming a Tactical Officer upon his second attempt at the Academy. Henry also failed his first attempt at joining the Marines, and left it at that. Instead he focused on his day job as a delivery driver and his weekends playing rugby for the local amateur-level team, the Jedburgh Hammers where he became a bit of a hero amongst local fans. Henry visited his brother a few times on Starbase 118 and found that he quite liked the place, moving there permanently in 239511 at the same time as his niece, Milly.
Still looking for a regular job, in the meantime Henry has discovered the stations four-tier ice hockey competition and has managed to get himself into the bench for the Dry Dock Wharfers, a Delta League team based in the San Francisco District.

He was met and befriended by Maxwell not long after, and Rostov was frequently used in a liaison role with the Tactical Department. He last worked alongside Maxwell during the emergency evacuation of the Starbase due to unusual weather patterns in the Jenatris Cloud in 2394.
Ensign Rostov was last seen during the stations capture by the pirate queen Chennel and is believed to have been taken prisoner by the Orion Syndicate. As no body was found on the Starbase, and Ensign Rostov was not amongst the people later rescued from an Orion slave mine on Dominicus IV, he is still listed as MIA.

His first away mission aboard the Columbia involved taking apart a counterfeit ship parts operation that had caused the destruction of at least five civilian vessels, where he developed a dislike of Ferengii.

Not long after this away mission, after the evacuation of Starbase 118 due to a volatile storm, Lt Maxwell suffered numerous injuries after being shot multiple times by Orion pirates carrying modified stun weaponry, having to be dragged to safety by his friends and colleagues. Having suspicions about the ever-goading chief civilian scientist aboard - Bartholomew Martantathru - Maxwell eventually lost his cool and violently assaulted the man, a fact that Maxwell himself recognizes as having been unacceptable and yet totally out of character for himself.
 
As a result of this, Lt-Commander Whittaker reluctantly had Maxwell arrested and placed into the brig upon the defeat of Chennel and her pirate crew. Maxwell was relieved of his duties as a Tactical Officer and reassigned to the cargo decks upon his release from the brig/sickbay.
Discipline for his case was left at the door of Captain Taybrim, who ordered counselling sessions and placed Lt Maxwell on a three month probationary period.
Within the space of a few days of the station being retaken, Maxwell was aboard the captured Orion ship intending to discuss his previous conduct with Commander Flynn when the vessel was flooded with gas by hidden elements of the pirate crew. Maxwell, along with Flynn, Ensign Rohan, Crewman Paradi and a pair of Marines were taken prisoner by the fleeing pirates and sold to a Syndicate-operated Dilithium mine.
Rescue efforts recovered a beaten Zel, and an injured Maxwell and Flynn, with Paradi having suffered a breakdown. The two Marines had been murdered by Syndicate guards, although their lives were repaid by the rescue of over seven hundred slaves from the facility.

|INCIDENT= Lieutenant JG Arturo Maxwell punched Civilian Doctor Bartholomew Martantathru in an act of anger over treason and betrayal. This was not done in self defense, but was a reaction to Martantathru’s actions directly causing a fellow crewmember to be taken hostage by Chennel.
|DISCIPLINE ACTION = Lieutenant JG Maxwell was put on provisional service as a cargo control officer while under supervision from two direct supervisors. He was also set on a required counselling schedule which he completed without complaint.
|REMARKS= Due to the overwhelming emotional trigger, and the successful completion of counselling I feel that this is a one-time incident and should not affect Lieutenant Maxwell’s progress as a tactical officer and future department head. I am reinstating his rank of Lieutenant JG as of 239408.14 }}
