This section looks fine to me. However, I would delete from the Constitution: 

  5.  The State of the Federation address shall also be recorded and Preserved each year.


~We just don't do State of the Federation address anymore do we?

It could be replaced with:

5. Staff Award Ceremonies and State of the Federation Addresses shall also be recorded each time such events take place.
