Vivian Volkoff, an Orion, is currently the head of Volkoff Industries, a company that sells weapons to both the Orion Syndicate and Scarlett Brotherhood. Thanks to Volkoff, it has also gone into the private security business for the Syndicate and Brotherhood.
According to StarFleet records, Vivian Volkoff was once the cover of Alisha Ozera, an Intelligence officer that worked underneath Intelligence Director Samantha Chang. In a classified file, it states that Alisha took up the identity of Volkoff after she broke her brother, Alixis Ozera, out of Intelligence clutches.

Military History
Following in the steps of her brother, Alisha Ozera became an operative for StarFleet in ----. After promotion to Lieutenant JG, she was sent to the Badlands as an Orion. She was then placed deep undercover as private Weapons Dealer Vivian Volkoff, but this changed when the Klingons launched an attack against the Embassy of Duronis II, where she was called to be a "medical analyst" onboard.
Ozera became a fugitive of StarFleet Intelligence when she re-took the identity of Vivian Volkoff, 'kiddnapped' her own brother and caused a branch of Intelligence to go into lockdown.
