History
They were an ancient species, now believed to be extinct and thought to be both inventive and very resourceful when in battle. Several battle strategies that are still used originated from the Menthars (the Kavis Teke elusive maneuver and a passive lure stratagem comparable to one of Napoleons'). Their entire race died out over a thousand years earlier because of a devastating war against the Promellians, which extinguished both sides, and destroyed the planet.

The Promellians operated advanced battle cruisers which operated at a technology level that rated as rather crude in terms of 24th century Federation technology, but were highly advanced for their time. They also used a form of information storage device that was a crude analog of a 24th century Federation isolinear optical chip.

From the few historical records to be recovered it would seem that they had a strong internal economy as well as a fairly well established trade network.
Military
From the few historical records that have survived it would seem that the military vessels designed and built by the Menthars were for all intents and purposes almost equal in strength, power and combat ability to those being used by their enemies the Promellian.
However no surviving vessel of theirs has ever been found to confirm this and the few scattered wreaks have been so badly damaged that they cannot shed any conclusive light on this question.
Federation Intelligence Files
Geordi La Forge recalled the time they were caught in the Menthar trap to Guinan, in 2367, a year after the event, when he described to her his infatuation with a hologram of Leah Brahms.
History books show many fascinating records of the Menthar's innovative battle strategies. They were the first to use the Kavis Teke elusive maneuver as well as the Passive Lure stratagem which was comparable to the strategies of Napoléon Bonaparte. They also developed a way to modify aceton assimilators to create a booby trap for starships. Both a Promellian battle cruiser and the USS Enterprise-D became ensnared in the trap the Menthars set.
Menthar-Promellian War
The Promellian-Menthar War was a long war between the Promellian and Menthar species that ended with a battle at Orelious IX during the 14th century. The conflict resulted in the mutual extinction of both species.
The root cause of the war, at least according to the Federation, was believed to have been attributed to a Promellian starship that entered a holy Menthar system during a sacred time.
