Cabal
A group of Suliban have undertaken genetic modification and are now considered to be a completely independent faction called the Cabal. They are terrorists and criminals who will do anything for latnium and riches.
History
The Suliban are originally from Sector 3641, but their homeworld became uninhabitable around the Earth year of 1851, and most of them became nomadic.
One faction of Suliban were members of the Cabal, an organization of soldiers somehow involved with the Temporal Cold War. Those days are now far in the past, now days they are a completely independent organization with close ties to the Orion Syndicate.
Despite living as nomads, by the early 22nd century, many Suliban had settled and were living normal lives in the Tandar Sector. However, that all changed in 2144, when the Cabal began to launch attacks against the Tandarans. In response to the attacks, the Tandarans rounded up all the Suliban and imprisoned them.
Prior to 2379, several Suliban had settled on Tiburon and were later joined by several Vanoben. The Tiburons themselves did not mix with the Suliban settlers.
Their first contact with Humanity came in April of 2151, when two Suliban agents pursued Klaang, a Klingon courier, to Earth. Though these Suliban were killed, several more boarded the starship Enterprise while it was transporting Klaang to Qo'noS, and succeeded in kidnapping him.
After Captain Archer and Travis Mayweather had been exploring some strange energy readings near a Tandaran moon, they were captured by the Tandarans. When they saw the Suliban who were detained with them at Detention Complex 26, Archer thought that the energy readings might have come from a helix.
Captain Archer was rescued from this facility and made it possible for a large number of Suliban detainees to also escape from this facility to freedom outside of Tandaran controlled space.
Mirror Universe
In the mirror universe, the ISS Enterprise had acquired a Suliban cloaking device by January of 2155.
Government
They are scattered across a wide number of sectors and have settled in numerous different locations. As such they have no formal government and on many worlds have no official representation with in the local governments. In contrast in some of the smaller colonies and those that they have set up that are all their own they do have a voice in the government but these tend to be as different as the colony they belong to.
Over half of them live on Federation worlds or colonies and as such are considered to be members of the Federation.
Description
This humanoid species has no body hair and their distinguishing physical characteristic is their mottled, greenish-tinted skin.
Physiology
As a humanoid species they are on a developmental stage that is quite similar to humans. Their only distinguishing feature were their three bronchial tubes, and their encounters with Vulcans and Denobulans were always very cordial.
Psychology
For the most part the Suliban as a species have a fairly normal range of emotional capabilities and tend to fit easily into other cultures and societies. There is nothing unusual or special about their state of mind.
Religion
Over time most of their own religious beliefs have been lost to them. They have successfully assimilated into numerous other societies and have in many cases adopted the religions of the people among whom they live and work on a daily basis.
Mythology
With the loss of their own homeworld and the constant nomadic life style that most of their population existed in it is no wonder that they have lost most if not all of their historical knowledge of their own people. Most especially the old legends and myths that were once a part of their culture.
Society
Over time most of their own style of society have been lost to them. They have successfully assimilated into numerous other societies and have in many cases adopted the style of the society of the people among whom they live and work on a daily basis.

They have been assimilated into numerous different species and colonies. As such they have usually have the same level of technology available to them as that of the people among whom they are living.
Economy
They do not have any true trading power as the majority of their population are minority parts of other species colonies and worlds.
Military
They have not had any military force of any kind since their home world was destroyed.
Federation Intelligence Files
Some members of the Cabal grew disenchanted with their efforts, and left to form a resistance movement. Suliban such as Sarin engaged in operations designed to disrupt the Cabal's efforts.
One Suliban, Sarin, had the ability to measure trust by assuming close physical proximity to an individual; in this case, a seemingly passionate kiss with Jonathan Archer.
Currently the Federation still employs these methods in their efforts to combat the activities of the Cabal. Numerous Suliban have been recruited, trained and deployed to assist in the Federations efforts to finally put a stop to this organization.
