History
In the 24th century, Xepolite free traders often worked as intermediaries for the Cardassians, and many of the arrangements they were involved in were illegal. This included the smuggling of weapons to Cardassian colonists in the Demilitarized Zone. Unlike the Lissepians however, they had never been discovered until 2370, when Commander Sisko and Gul Dukat encountered a Xepolite freighter, commanded by Hetman Drofo Awa.
Government
They have a unique style of government with a large executive council made up of all established Hetmen. A Hetman is a wealthy individual who owns property on the home world and at least one merchant ship. They advise and vote on issues as presented by other members of the council. The number of votes each Hetman has is determined by the amount of property, ships and credits they have.
It is not unheard of for brawls to break out during these council sessions.
Description
A humanoid race with an almost amphibious resemblance they have a dark grayish green skin and black hair but no facial hair of any kind.

Slightly behind the Federation with less emphasis on certain medical or safety technologies as these are not considered profitable.
Economy
They have a vast and well developed trade system with many species, groups and alliances. One of these was with the Cardassians. They have little regard for the laws and trade policies of others. Especially as they are more than willing to act as third party transporters for any cargo that they can make a profit on.
Military
They have been able to maintain a neutral standing with all other species so far. As a result they do not maintain a military but they do have a small effective police force that has a small number of frigate class vessels. This is primarily used to maintain peace among the various free traders as well as to impose fines, taxes and when necessary impounding of merchant vessels.
