Due to harsh conditions and high levels of various toxins and other normally poisonous checmicals on the planet all life forms developed in such a way as to be immune to the various toxins and poisons. All plants and creatures have these toxins and poisons to one degree or another.
The Aquan civilization was an example of forced evolution. Centuries before the 23rd century, the Aquans were air-breathers, but massive planet-wide earthquakes flooded the entire planet. They were forced to adapt to be able to breath underwater. Fortunately, their medical science technology was advanced enough to induce a necessary mutation, called a surgo-op, to ensure the survival of the entire species.  
 
This includes the Alvanians who eventually evolved as the dominant life form. While they took much longer to develop on their world, the lack of any social or political strife allowed them to advance technologically at a steady rate.
 
As a result they went from hunter/gathers to an industrial people in less than 500 years.
 
By the 22nd century they had achieved warp drive and soon after achieved provisional federation status. Since then, their technology advancement has slowed to a bare trickle and is more focused on development of different and usually alcoholic substances for trade with other cultures.

They have a unique form of government where they hold a lottery. The result of this lottery selects the 15 individuals, of which 14 control one aspect of the government each and the last one is the speaker. The speaker is technically the top individual as they can call for a vote while trying to keep the others in line.  
The Aquans were governed by a Ruling Tribunal of the Aquans, guided by the Aquan ordainments.  


Each province submits 20 different names for each position. All the names are then dropped into a large container and each member of government selects a name from the container corasponding to their position in the government. Term of office is for 13 years. The containers are then sealed and kept till the next lottery. This is so that is one of them dies or becomes to ill to continue performing their job they can then select a replacement.

For the most part they appear to by typical humanoids along the lines of terrans. That is except for their skin tone which is a very dark shade of light purple. Their eye's are also different being completely yellow in appearance except for a single black dot in the center. They all have black hair which they wear long.

While having the appearance of normal humanoids, Alvanians vary greatly from other humanoids. The first major difference is in regards to their stomachs, in which they have two instead of the traditional one.  Also, they have a highly advanced liver which is extremely efficient in the absorption and detoxification of foreign substances. As a result of this, Alvanians have a very complex diet, but in return have a high resistance to the many poisons and toxins in the native foods and drink.

They tend to have a very stable mentality. They accept that what ever will happen will happen. Life is short and it's intended to be enjoyed. This is probally one of the reasons that alcoholic intake has risen so drastically over the last 100 years.

While their society is not truly close knit they do tend to celebrate a large number of events. In fact almost anything could be considered a valid reason to party.

As a people they lean towards various forms of music and song. Especially those that can be sung in a group or loudly with very little musical accompanyment. The only other art form is wood carveings and a large number of those are various types of musical devices or drinking mugs.

The Alvanian's culture revolved around their imbibement of many different alchoholic substances for various occasions. It has been theorized that this is one of the reasons for their somewhat unique physiology.


For them any occassion is an excellent excuse to celebrate with much drinking and singing.

They enjoyed about 750 years of steady progressive growth technologically but this ended once they had made contact with other species. Since then, their technology advancement has slowed to a bare trickle and is more focused on development of different and usually alcoholic substances for trade with other cultures. Fortunately the process used to create these drinks removes all the toxins and poisons. For most of their history these drinks have been an important part of their culture. They have no military at all but have developed a police force that can and does patrol the entirety of the Hromi Cluster. This force is equiped with about 2 dozen frigate class ships that they purchased from the [[Bolian|Bolians]]. Strangely enough even with the small number of large bodies of water the planet tends to be very cloudy with large daily thunderstorms sweeping accross most of the planets surface. This has resulted in planet wide tropical forests and humid conditions.  
In 2269, the crew of the USS Enterprise visited Argo and discovered the underwater society. On an away mission, Spock and Captain Kirk were temporarily altered to become water-breathers. Fortunately, Doctor McCoy discovered that the venom of the sur-snake contained an antidote, and they were returned to normal. (TAS: "The Ambergris Element")
