History
A few generations before the 2370s, they started interstellar exploration, and soon thereafter developed terraforming technology, and started a colonization program.
A group of luddites, known as Regressives by mainstream Enarans, rejected modern technology and cleaning methods. Eventually, they were forcibly rounded up by soldiers, after which they disappeared. Originally, it was said that they had chosen to resettle in a colony, but had all died due to violence and disease. However, the Regressives had been forced to relocate, and they themselves believed that they were being murdered. During this period, the Enarans utilized public executions on Regressives.
In 2373, the USS Voyager became the first Federation ship to make contact with the Enarans. They shuttled a group of them from the Fima colony to their homeworld, and hoped to have trade negotiations and shore leave there. However, this was cancelled after B'Elanna Torres experienced intense telepathic memories, which were discovered to be a purposeful telepathic transfer of memories of an older Enaran woman nearing death to B'Elanna. They consisted of memories of what was done to the Regressives, and how this history was concealed. Upon finding the memories to be genuine, Torres passed them on to a young Enaran and, presumably, started the Enarans on a road to addressing their past.[1]
Government
Description
Enarans are humanoid with red spotting near the eyes and forehead. Most wear a band-like headdress, although some do not.[2]
Physiology
Under their hair, they have small overlapping plates that are mostly covered by their hair. Enarans prefer temperatures colder than is the norm on Federation starships.
Enarans have unique telepathy that enables them to implant memories into the mind of another person. These memories can be imposed without being in proximity of the recipient. Imposing memories without mutual consent is prohibited by strict ethics. There has been instances where members of other species are affected by a "slight telepathic field" they generated, though these are of limited intensity.[3]

The District Education Center, which employed junior tutors, is a prestigious education center, but getting in might be made easier by having a Citizenship Award.[4]
A minority group in their population (called Regressives by other Enarans) rejected all modern technology. They were the subject of fearmongering, with claims that they would cause disease due to their refusal to use modern hygiene instruments. Others argued that, through their rejection of technology, the luddites were holding the Enarans back. Many mainstream Enarans believed that they spread lies and lacked a conscience. They were also believed to cause dissent and doubt, and have a destructive influence. This group was segregated in their own villages and were forced to wear identification devices that other Enarans didn't have to wear. They were eventually killed by government troops, and the Enaran government tried to cover it up.[5]
Culture
The Enarans dine without conventional seating, and are prone to take naps on soft cushions immediately after a meal.
They create music, some of which is performed on a harplike musical instrument which produces melodious tones. A musician plays the instrument by holding it in his lap and manipulating a half-sphere surface with the tips of the fingers.[6]

Enarans are capable of travelling interstellar distances but are much slower than Federation ships.
They have advanced energy conservation technology that the crew of the USS Voyager was able to learn from. Communications interlinks and micro fusion generators are a part of everyday life. They have an execution device that emits a purple glow and causes serious burns.[7]
Enarans also invented a device called a radioseptic which is used to sterilize their homes and hands, usually before eating. The devices are silver spheres, two or three of which are taken and rolled around in the palms of the hands.[8]
