Vivian Volkoff, an Orion, is currently the head of Volkoff Industries. It is supposedly a "company" of which deals in weapons to both the Orion Syndicate and the Scarlett Brotherhood, but it recently became well known in the gambling industry. It is presumed that Volkoff is currently somewhere near the Menthar Corridor.
According to Starfleet Intelligence records, Vivian Volkoff was once the cover of Alisha Ozera, an Intelligence officer that worked under Intelligence Director Samantha Chang. In a classified file (of which recently had its restriction lifted), it states that Alisha took up the identity of Volkoff after she kidnapped her brother, Alix Ozera, and took a small computer chip that had caused him to attempt to kill a Starfleet officer. She is now on the watch list of every Intelligence operative possible, but they are not to engage her until further instruction.

Personality
- Cruel and calculating. Has a habit of supporting terrorist attacks, and supports a life without Starfleet.
- Dislikes the Scarlett Brotherhood under the claim that they are completely untrustworthy. Supposedly, the only reason she deals with them is because they are her biggest client.
- It is assumed that Vivian makes her brother Alix do all of her 'dirty work' for her, as she has not been seen since she broke from StarFleet Intelligence. Many officers claim that she does not go to her clients, but her clients go to her - otherwise they deal with Ozera.
- Gives second, third and fourth chances. There is never a fifth chance.
- Does not willingly kill someone herself, but she is not opposed to someone else doing that job for her.
Family
- Spouse: Unknown. Any relationship that supplies a connection to her (other than Alix) is currently being traced.
- Siblings: Alix Ozera
- Her second in command. Before she had been turned into an Orion, Alisha/Vivian was the twin sister of Ozera. She used him as leverage to escape from StarFleet Intelligence, and, in return for his "troubles", she allowed him to either stay with her at Volkoff Industries or return to StarFleet (where he would inevitably spend the rest of his life working at a desk or answering questions on how he had been "brainwashed" into trying to kill Hannibal Parker). He chose to stay with Vivian, and he is now working as her second-in-command and security chief. The two are never together at the same time, and it's presumed that he is currently in the opposite direction of Volkoff - and may be in the Luxis system.
Personal History
Her personal history was erased from file when Alisha Ozera was in service. However, her professional history and missions that have not been classified have been released to any Intelligence officer that wants them.
PROFESSIONAL INFORMATION
Education
Due to Alisha Ozera's work on the USS [REDACTED] as an medical Intelligence Analyst, there is reason to believe that she is an experienced doctor, notably having been able to recognize the smallest 'slight cuts' in a scar on her brother's scalp when he was taken into Intelligence custody after his assassination attempt on Hannibal Parker. She was also able to tell that the person who implanted the chip was Ktarian, being forced by someone - probably with a phaser to his or her head.
However, any record of Alisha being a doctor, or being in a profession close to it, was removed from her file, and it is the same with every other possible education.
History
Following in the steps of her brother, Alisha Ozera became an operative for Starfleet in ----. After promotion to Lieutenant JG, she was sent to the Badlands as an Orion. She was then placed deep undercover as private Weapons Dealer Vivian Volkoff, but this changed when the Klingons launched an attack against the Embassy of Duronis II, where she was called to be a "medical analyst" onboard.
Ozera became a fugitive of Starfleet Intelligence when she re-took the identity of Vivian Volkoff, kidnapped her own brother and caused a branch of Intelligence to go into lockdown.
In late 2390, Volkoff's company became well known in the gambling industry.
