Vivian Volkoff, an Orion, is currently the head of Volkoff Industries, a company that sells weapons to both the Orion Syndicate and Scarlett Brotherhood. Thanks to Volkoff, it has also gone into the private security business for the Syndicate and Brotherhood.
According to StarFleet records, Vivian Volkoff was once the cover of Alisha Ozera, an Intelligence officer that worked underneath Intelligence Director Samantha Chang. In a classified file, it states that Alisha took up the identity of Volkoff after she kidnapped her brother, Alix Ozera, and took a chip that had caused him to attempt to kill a StarFleet officer. She has since been marked a fugitive, and is on the watch list of every Intelligence Operative possible, but they have been ordered not to engage her. However, no one has seen her since she left the Earth Intelligence branch with her brother. Although, Alix Ozera has been spotted many different times.
