History
The Carreon developed at a slow, but steady pace with relatively few periods of social unrest, aggression or conflict. This was most likely due to the early establishment of the soon to be wide spread religious order of the monks of Carr. As a result of their expansion to every corner of their world they were able to continue to develop as a species relatively peacefully.
Early in the Carreon's age of interstellar exploration, they made first contact with the Deltans, and fell into conflict with that race over control of the resource-rich worlds between their two systems. Treaties between the Carreon and Deltans left these worlds largely undeveloped; however, when a series of Iconian gateways opened across the galaxy in 2376, both powers were given instantaneous access to one particularly rich world. A shooting war was avoided by the presence of the USS Enterprise.
The Carreon designed the water reclamation system that they built on the planet Gault. When the Deltans' own water system became compromised, they wanted to use the same design. The Carreons refused to allow them to do so.
Newly-elected Federation President Nanietta Bacco urged the two governments to handle the matter between themselves, but after close to four months, Bacco accused the Carreon ambassador, Alfear Yorgas, of negotiating in bad faith, and threatened war against Carrea if an agreement wasn't reached immediately. The Carreon eventually granted Delta their water reclamation system in exchange for the establishment of a scientific base on a Deltan claimed planet of Brannik IV.
Since then they have managed to maintain peaceful relations with all Federation member worlds except the Deltans who they still do not trust. Most experts agree that this distrust stems from their initial first contact with the Deltans and may be the only thing preventing the Carreon from becoming members of the Federation themselves.
Government
They managed to establish a united world government over 500 years ago and it still exists today with only a few minor tweaks and changes. One of the first changes was the inclusion of 3 monks, one from each of the major continents on their world.

Physiology
As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes. They are typical humanoids with most of the physical, mental and biological medical problems that seem to plague most humanoids.
Psychology
As a species they seem to suffer from many of the same mental health issues that most other intelligent humanoids suffer from. Fortunately they have a very progressive medical system to treat and care for these individuals.
Strangely enough they still maintain a very strong dislike towards all Deltans and many of them will go out of their way to avoid any and all contact with them. While this does not seem to be a true case of xeno-phobia it does indicate a prolonged and almost un-natural aversion of and distrust towards the Deltan people.
Religion
They have a large and well established group of religious believers that are called monks. These individuals believe they have been touched by the glory of Carr, creator of all. These monks spend their entire lives working in their monasteries which can be found in every major and most minor communities. They also help the people to gain a better understanding of the glory of Carr and their place with in his divine plan.
Mythology
The only thing they have that could even faintly be considered as a source of mythological tales are the 843 books of Carr. These books are each the works of a different monk, written over their entire life time and containing their interpretations of how Carr has inspired and directed their lives.
Society
For the most part they have a very stable society with relatively few cases of criminal activity, social unrest or political chicanery. Their communities are well laid out with plenty of amenities, infrastructure and thought to the future.
Culture
While they have a wide and diverse interest in many different kinds of artistic expression they have never shown much interest in the art works of any alien species.
Customs
Whenever someone has a problem and needs someone to talk to they will visit three different monks and get their opinion, ideas on how to handle it. Then they can select what they feel is the best idea for them. This may include incorporating some aspects of the advice received from two or all three of the monks.
Technology
While they may lag slightly behind the majority of Federation member worlds when it comes to technology and their scientific capabilities it is not by much. They have a strong desire to not become obsolete or to allowing the Deltans to get too far ahead of them. As a result they have established a very progressive research and development program.
Water Reclamation System
The Carreon were responsible for the design of the water reclamation system used by their colony on the planet Gault. When the Deltans' water system became compromised, they wanted to use the same design. The Carreons, refused to consider the idea and would not allow them to do so. Eventually they changed their minds and allowed the exchange in return for being allowed to establish a heavily-monitored Carreon scientific base on Brannik IV.
Carreon Science Institute
The Carreon Science Institute is located on the Carreon home world of Carrea and is dedicated to scientific study. Prior to March, 2380, the Carreon Science Institute requested Starfleet assistance in studying flare activity on their system's sun. The USS Cheiron was assigned to this mission.
Time Perceptor
The time perceptor was a piece of technology from Delta IV that allowed the user to view and fully experience events in the past.
In 2372, a group of Carreons stole a time perceptor from the Yongam Museum. The perceptor was then taken from the Carreons by Na'kuhl from the future.
Economy
They have a strong and well developed series of long term and short term trade partners and trade deals for a wide range of goods and raw materials. As a result the majority of their people are able to enjoy a better than average quality of life, while their economy has maintained a healthy degree of prosperity. That being said they still have very few deals with the Deltans who are their closest neighbors.
Military
They have down scaled the size and scope of their military thanks to their home world being located deep in the heart of the Federation. However at one time it had been fairly large and there was a very strong belief that it would be needed and used to defend against Deltan aggression.
Now they maintain less than twenty vessels of all sizes and capabilities. These are maintained in top condition and receive regular and routine maintenance and upgrades as needed. For the most part they are only used to patrol those sections of space that surround their home world, facilities, outposts and colonies.
Federation Intelligence Files
Records provided by the Deltans have indicated that they have had contact with the Carreon since the early 22nd century.
In 2282 Rrelthiz, a representative of the Carreon, who have only just made contact with the Federation was being transported on the USS Enterprise at the same time that this vessel was being prepared by Spock to conduct a cadet training cruise. During this voyage, several of the Human crewmembers fall ill and three die, including the chief medical officer. Cadet Saavik, appointed acting science officer, manages to organize the non-human cadets into assisting the medical personnel.
Cadet Saavik was able to determine that all those stricken recently ate meat products from recently installed synthesisers. Eventually it is discover that due to an accident that Rrhelthiz had suffered earlier, some of the blood from a cut in her hand was absorbed by the synthesisers which resulted in it introducing Carreon DNA into the food. This caused the infection in the crew.
Cadet Saavik was able to talk Rrhelthiz out of committing suicide out of dishonor and, together with Spock, they found a cure.
In 2376, an Iconian gateway opened in Carrea's asteroid belt which leads directly to one particularly rich world which the Carreon and Deltans had both desired. Another gateway had also opened near Delta IV, allowing them equal access to the same unnamed planet. A shooting war between the two species was narrowly avoided because of the presence of the USS Enterprise.
Tierra
Tierra was a female Deltan Ambassador who served as a negotiator for Delta IV in talks with the Carreon in 2379 and 2380. She eventually asked for the assistance of Federation President Nanietta Bacco when efforts to obtain a Carreon water reclamation system yielded no results after almost six months. One of Tierra's aides was named Kedda. Tierra was not a member of the Federation Diplomatic Corps but was and ambassador for the Deltan government.
Alfear Yorgas
Alfear Yorgas was a male Carreon ambassador who served as chief negotiator in talks with Delta IV regarding that world's need for a new water reclamation system. He was instructed by the government on Carrea not to give Delta anything, thus dragging discussions with Deltan Ambassador Tierra out over several months. Yorgas was finally forced to come to an agreement with the Deltans when Federation President Nanietta Bacco accused him of negotiating in bad faith and threatened military action against Carrea.
Yar (title)
Yar is an honorific title in the Carreon language. Ambassador Alfear Yorgas offended Federation President Nanietta Bacco by addressing her as "Yar Bacco" rather than "Madam President".
Carrea
Carrea (also called Carreon) is a planet with two moons, plus a loose ring of asteroids circling the planet. It was located not far from Delta IV, with only four star systems between them.
Brannik IV
Brannik IV was a planet located between Delta IV and Carrea, located in the star system closest to Delta. It was claimed by Delta not long after they achieved interstellar flight, and was the site of a Deltan military base.
The animal species on Brannik IV bore a number of remarkable similarities to fossils from Carrea dating from that planet's Oida age. As a result this made Brannik IV a world of great scientific curiosity to the Carreon. Access to the planet remained a bone of contention between the two cultures for many years.
In 2380, Delta agreed to allow a heavily-monitored Carreon scientific base to be established on Brannik IV, in exchange for a water reclamation system to replace Delta's failing system.
Carrea was still a non-Federation member as of 2380 and while some diplomatic discussions have been conducted between them they are still resistant to the idea of joining. Many Federation experts feel the strongest reason for this is the fact that the Deltans are members of the Federation.
