The Rutian are a species who have trouble with terrorists and multiple government factions. This has made it dangerous to visit their world.

History

They remained unaligned, despite a long history of trade relations with the Federation, and had yet to achieve a unified planetary government by 2366.

As a result in that same year Ansata terrorists kidnapped Doctor Beverly Crusher and Captain Jean-Luc Picard, demanding that a Federation mediator be sent to Rutia to settle the arguments.

The leader of the Ansata at the time was Kyril Finn, who was killed during an attempt to rescue the hostages.

The Rutian government had organized security forces to guard against the Ansata group.

A few days after Alexana Devos arrived in a city threatened with terrorism from the Ansata, a shuttlebus carrying sixty school children was bombed. There were no survivors. It was later discovered that a teenager was responsible for setting the bomb.

In 2368, a Rutian archaeological vessel was the only ship, other than the USS Enterprise-D, in the vicinity of Dulisian IV that could possibly respond to the phony distress call sent from the planet by the Romulans. Despite this, Dr. Crusher urged that such a ship was not equipped to handle a distress call of that scale.

A Rutian asked Consul Maltz if the Klingon Empire's Trade Council were extending their business to Hakon.

Government

Well over half of the population have an elective government that represents the will of the majority of the people. Unfortunately the rest of the population is splintered into different political factions, some of them with their own system of government. They do not work with each other and this makes it difficult for all to receive the same benefits.

This has resulted in the rise of terrorist activities by one of these minor factions, the Ansata.

Description

Female Rutians were characterized by light-red hair with a dark streak running through the right side of it while male Rutians often had dark hair with a lock of grey hair running through it.

Other than that they appear to be typical humanoids that look a lot like humans.

Physiology

As with most intelligent humanoids they have a complex system of hormones, chemicals and enzymes as well as specialized internal organs. As a result they suffer from many of the same types of medical issues as other intelligent humanoids.

Psychology

As with most intelligent humanoids they have a complex brain and suffer from a mixed number of mental illnesses. Most notably those that affect the elderly.

Religion

They have a strong belief in reincarnation. As a result they also have a great fascination in history and the past. They believe that an individual slowly progresses towards a point where the spirit finally is worthy of rejoining the under lying essence of all things.

Mythology

While they have a fairly detailed record of their own history, very little concern has been given to fanciful stories that do not have hard evidence to back them up.

Society

They have a society that is divided into a number of different factions. The reasons for this division are many and include political ideology, feelings of superiority, neglect, suppression and a desire for equality.

Culture

This may be the only area in which the majority of the planet can agree. Light, airy, musical works with complex harmonies are enjoyed by all. After that comes realistic renderings of natural objects.

Customs

Each of the various factions have their own beliefs and regional identity. This includes most of their customs although a few of them do have remarkable similarities with those of other factions.

Technology

They are fairly advanced and basically on a par with most Federation member worlds.

Economy

They have significant fleet of scientific and commercial ships with a long history of trading with the Federation. They also have long standing trade deals with the Klingon Trade Council.

Military

They have well trained, equipped and experienced security forces whose main job is to guard against the Ansata terrorists group. They also function much like a planetary police force.

As for war ships they have a small number of small and medium sized ships that are used to patrol their sector of space and to keep the major space lanes open for freighters and other traffic.
