History
Their history has been one of conflict from the earliest recoded records. These conflicts have been between religious factions and cultural sub-divisions. As a result grudges, vendettas and generations of hatred have sparked more wars, conflicts and terrorist reprisals.
Somehow amid all this they managed to develop and advance, usually as a result of one group devising new and better ways to wage war. Eventually the spectre of global annihilation forced the larger factions to declare a permanent state of peace and while this did not prevent the different factions from having violent conflicts it did reduce them in size and intensity to the point where they would no longer endanger the safety of the entire planet.
In mid-2369, the Tilonian Prime Minister was assassinated, and the people fell into anarchy. Several factions were vying for power, and doing anything they could to get their hands on technology. At the time, a Federation research team was on the planet, and they were considered prime targets by the rebels. Starfleet decided to send the USS Enterprise-D to retrieve them. Cmdr. William T. Riker was captured by the rebels and mind probed for information at the Institute, while trying to rescue the scientists.
Government
The head of their government is normally a Prime Minister, however at times this position has been supplanted by dictators, zealots and other extremist factions. Under normal conditions a planet wide election is held to elect the next Prime Minister who holds office for a single term of 10 years. To be Prime Minister is to be both a skilled politician and a juggler of most factions needs and wants.
Description
The Tilonians were characterized by arches that fade from the middle of their forehead, going around their temple, and fades back away by their cheek bones. Inside the arches were a series of ridges. A common hair color among Tilonians was dark brown.
Physiology
As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes.
Psychology
Like all species, some of them do suffer from time to time from some kind of psychological problems. Most often these take the form of phobias, psychotic breakdowns, personality disorders or complete mental shutdowns.
Any Tilonians who succumb to psychological problems are usually sent to the Tilonus Institute for Mental Disorders which is in their capital city. It is a truly massive facility that they consider to be state of the art. Cmdr. William T. Riker was captured by rebels and mind probed for information at the Institute, while trying to rescue the Federation scientists being held there.
Religion
The Tilonians have a number of different forms of religion and this has been a source of conflict and civil unrest for most of their known history. Wars have been fought between many of these religious factions and a number of them are diametrically opposed to one another. So much so that a state of undeclared war is almost constantly in place anywhere these factions come into contact with one another.
Mythology
While they have many myths, legends, tales and fables most of them are in conflict with those from different factions. Many portray other religious factions as believers in false gods and the same is true of the many cultural sub-divisions within their society.
Society
Their society is fractured and divided along religious and cultural sub-divisions. So much so that there is normally some kind of hostile conflict happening somewhere on their planet almost on a weekly if not daily basis.
Cities are a hotspot for crime, civil unrest, terrorist activity and religious hostility. There are no social programs to deal with poverty or the needs of those who fail to perform in such a way that they are able to succeed and advance on their own.
Culture
As a people they all enjoy music and art but many can not afford to own or visit facilities that house and preserve these works of art. For the majority of the population only music in a number of different forms and styles are available. Unfortunately most of those styles are associated with one religious faction or cultural sub-division or another. As a result even music has been known to spark a physical conflict.
Customs
Each religious faction and cultural sub-division has their own unique set of customs and beliefs. As a result these differences have been the cause of numerous violent and non-violent conflicts.
Technology
While they have basic warp technology with a maximum speed of warp 4.8, most of their other technology is slightly behind this making then inferior to any and all Federation member worlds.
Economy
They are mostly self sufficient with only a few trade deals with other worlds. Less than 10% of their entire economy is generated by off world trade and while they have been trying to expand on this, so far no foreign government or company has been interested.
Military
They have a large planetary defense force with over 75% of it being infantry whose main job seems to be to control and deal with extremist factions. They have been known to use some very extreme methods in the performance of their duties.
As for their space fleet, it consists of less than 50 ships, most of which are considered to be destroyer class or smaller. Regardless they have basic shields and disruptors that are no match for any Federation vessel.
Federation Intelligence Files
In 2369 the Enterprise-D's, Cmdr. William T. Riker was captured by rebels and mind probed for information at the Tilonus Institute for Mental Disorders, while trying to rescue the kidnapped Federation scientists.

Both Memory Alpha and Memory Beta were used as references as well as the TV episode, TNG: Frame of Mind.
