Raine's parents were entrepreneurs on Orion. After their business collapsed, they were declared bankrupt, and with overwhelming financial debt, they faced the threat of unscrupulous loan sharks. Thus, they left Orion to seek a living elsewhere, but never really staying put in one particular place. Forced to change identities and locations frequently, Raine's parents are always on the move. When Raine was four years old, he was given up for adoption and had been cared for by his foster parents. They had insisted that Raine take over their family business of managing the gold mines, but Raine looked forward to a career in Starfleet. Going against his foster parents' wishes and enrolling himself in the Academy led to their relationship becoming estranged.

Lluneh Walker was born on the planet Romulus, but soon moved with her parents to Earth. Due to her parents' status, she was brought up near enough the San Francisco to spend a great deal of her time on the coast and at the beach. Raised in that area, she quickly became something of a rebel.  Initially only to her Romulan heritage, due in no small part to the adoption of same by her older brother Ben.  However, this escalated into a rebellion against authority of all sorts.  Her aptitude for mechanical and electronic items served her well as she broke into supposedly secure areas, leaving behind an unmistakable calling card each time as she dared them to catch her.  A dare that was completed when her mother intervened prior to Luna's attempt to leave a document on a Starfleet admiral's desk stating that the Federation was imposing their views unfairly on other cultures.
Raine was in love with Lt JG [[Waltas, Daisha|Daisha Waltas]], daughter of retired Captain Tyr Waltas while they were on board the [[USS Discovery-C]]. When Daisha opted to follow her father and return to [[Ba'ku]] following the decommissioning of the Discovery, it broke Raine's heart and he begins to lapse into clinical depression, a condition he once battled many years ago.
