History
The history of their world is one of conflict, crime and conquest. Their have been numerous dictators, tyrants and despots. In fact a search of all recorded data has revealed that they have never looked up to or shown respect for any other kind of leader. All other leaders have been considered weak and have usually been assassinated with in a very short time.
Since contact with the Federation their have been numerous problems with this species. In fact it comes as no surprise that many of them have joined the Orion Syndicate. Regardless there is a permanent Starfleet presence maintained near their world to discourage piracy and other antisocial, criminal activity.
Government
They are ruled by the strongest and most ruthless individual among them. This individual usually lasts till someone else can poison or assassinate him. This cruel and ruthless cycle has lasted for more than 800 years on their world.
Description
These humanoids have many variations in size much like humans but they all have tall thin faces with sharp projecting chins. They have pale skin with small diamond shaped patterns with some bluish patches on their foreheads and chins down onto their neck and then onto their chest. They have deep set eyes with bluish skin around them and a thick nose that sweeps up into a brow ridge over both eyes.
Physiology
Fairly basic humanoid systems although their bones are thicker and harder to break. Most especially their skulls. Also their rib cages which protect their internal organs.
Psychology
While they have been compared with the Ferengi as the most ruthless merchants around, at least the Ferengi have a set of rules that govern how they do business. Not the Altorans. They have only a few and even they are not considered rules, just suggestions. If they had any rules then the first one would be Never get Caught!
Religion
Power and profit. You need both to rise within their society. As a result this is what they worship and any action is acceptable if it garners you more profit or power.
Mythology
A fairly detailed set of legendary figures who rose in power and earned enough profit to eventually become the leader of the government. These stories form the basis of their morality code and teach the people that anything is possible if your willing to take the risks needed to maximise your profit.
Society
Every man for themselves. Their home world is one of the most crime ridden planets known. In fact the Federation has issued a warning to all member worlds. Visiting Altor IV is extremely Hazardous to your health.
Culture
The only use they have for culture of any kind is to buy and sell it for a profit. Other than that the only thing even coming close to being considered cultural is heavy drinking and loud, off key singing till they pass out.
Customs
A cruel and ruthless people, the act of eliminating one's superior in order to take over their place and assume their power and wealth is the closest thing they have to a true custom.
Technology
While they are fairly advanced it is also true that most of their technological advances were either stolen or traded for. Their intellectual community is abnormally small.
Economy
Rumoured to be traders with the Miradorn species. They also trade with the Bajorans altho due to their reputations all deals are in writing and all cargo's are searched and verified prior to accepting delivery.
Military
They have a small but efficient military. Unfortunately this force is rumoured to be more pirate than defensive. Also many freighters seem to operate more like privateers.

A freighter Captain by the name of Be'RT has had a number of run ins with various members of Starfleet. According to records this has been with the crews of the USS Eagle and the USS Challenger-A. So far no evidence has been found to connect him with a number of shady dealings.
Sources
This species is only mentioned once on an episode of DS9. Other than the name and the fact that the individual mentioned is a criminal no other data was provided. Cmdr. Tal Tel-ar used this as the basis to create an original Starbase 118 species that could be involved with the Orion Syndicate and used as a good NPC criminal type.
